I possess management and technical abilities that have yielded success in all of my endeavors. Whether managing over 130 employees and consultants or small groups of technicians, I have successfully formed effective and motivated teams that accomplish goals while maintaining high morale. These accomplishments were achieved by effective planning and communication, energetic direction and implementation of tasks, and an adherence to total quality management of all levels of activity.

From my experience in the USAF and Mississippi National Guard in information technology, Total Quality Management, and project implementation, I was hired as program manager to manage implementation program for a $55 million dollar JD Edwards business operating system at seven domestic and two foreign production and distribution sites. Responsible for the effective direction of 130 employees and consultants and driving the implementation effort schedule. Also performed corporate communications duties relating to the progress of the project. Duties required frequent travel and refined interpersonal communication and organizational skills. The project was completed within time and funding limitations and exceeded expectations. Utilizing my training and experience in Total Quality Management, project management, with considerable self-education, I led the development of a state museum institution from concept to opening. Defined staffing and resource needs and led four expansions and three major gallery renovations over 18 years. Led development of institution's collection care, archives, and educational programming. Staffing grew from 6 to 17 with successful recruiting of highly skilled and experienced professionals, public funding quadrupled, private funding tripled, and patrons served onsite and via remote programming exceeded 100,000 per year.

I relocated to Vermont in 2017. There I led change at the Vermont Agency of Education by improving processes, performance, and customer service in the Federal Education and Support Programs Division. Success in this led to my promotion to Director of Administration for the agency to implement such tasks for the whole organization. Certified as a Green Belt in Lean/Six Sigma methodology and conducted/supported multiple events within Vermont state government to include external stakeholders. Served as the Vermont Agency of Education's representative in Vermont's statewide initiative to improve state human resource functions including recruitment, onboarding, basic training in process and performance principles, and career progression. Worked directly with the Vermont Department of Human Resources to update positions and compensation within the Vermont Agency of Education, as well as formulated agency telework, children in the workplace, and workplace cultural standards.

I led similar organizational development at the Mississippi Department of Education. Conducted process and performance analysis and developed improvement plans, conducted a change readiness assessment for the department and stakeholders for a new longitudinal data collection initiative

(statewide student reporting). Completed a change management plan for the initiative and mapped all key processes for data collection, management, and reporting. Move from the MDE Office of Technology and Strategic Services to the Office of Federal Programs in 2021 to being organizational, process, and performance improvements. Returned to the Office of Technology and Strategic Services upon completion of required process and customer satisfaction improvements were implemented in the Office of Federal Programs.

2019-present. Director (Bureau Director II), Office of Performance Management, Mississippi Department of Education. Responsible for development performance metrics for the Office of Technology and Strategic Services, for project performance, data collection and analysis, information technology training programs, infrastructure and security functions, service desk, and research and development. Led change management effort for replacement of the Department of Education's data collection and analysis system. Also served as interim Director of the Mississippi Department of Education's Project Management Office.

Accomplishments: Conducted a change readiness assessment for a major agency-wide initiative, instituted a change management program, initiated and supported process/continuous improvement efforts, and customer service-oriented practices.

2021-2022 (temporary assignment). Director (Bureau Director II) School and District Support, Office of Federal Programs, Mississippi Department of Education. Led the Consolidated Federal Programs responsible for administering over $200 million in federal education funds annually as well as pandemic relief and preparation grants totaling a similar amount. Duties involved working directly and closely with the U.S. Department of Education and Mississippi school districts and schools (both public and private) as well as management of 20 program staff.

Director of Administration

Vermont Agency of Education - Barre, VT

2017-2019

2018-2019. Director of Administration, Vermont Agency of Education, Montpelier, Vermont. Directed all operations activities for the Agency, to include leading lean/continuous process improvement projects; heading the implementation team for the agency's new grants management system; significant contracting responsibilities; led on asset reporting and audits; responsible for internal controls for state reporting; served as the Agency hiring manager, led the Agency committee for review and development of standard operating procedures, the continuity of operations plan, and was place in charge of relocating the Agency from Barre, Vermont to the capital city, Montpelier. Regularly worked directly with the Vermont Secretary of Education on special projects, conducted agency-wide communication, and lead a significant inter-agency and federal government-level communications and coordination efforts. Served on the agency senior leadership team. 2017-2018. Assistant Division Director, Federal Education and Support Programs, Vermont Agency of Education, Barre, Vermont. Served as deputy to the Division Director over federal grant and child nutrition programs. Directly led the Consolidated Federal Programs (CFP) team, tasked with supervision of the federal education grant directors and staff. Also served as the ombudsman for equitable services to independent schools. As CFP team leader, substantially improved the overall efficiency of the federal programs team, developed improved training for district personnel related to federal requirements, and improved the working relationships between the team and school districts. Mississippi Armed Forces Museum - Shelby, MS

October 1999 to October 2017

The principal role of this position was to develop, establish, and manage a new, state- of-the-art museum of military history for the State of Mississippi. Duties included, but were not limited to formulation and implementation of the museum's institutional development plan; special programs development with private, state and federal organizations; oversight and conduct of public relations and fundraising, budget formulation; staffing, contracting and general administration; design and execution of historical research plans; exhibit planning, including graphic design, topic and artifact selection. Duties required frequent interaction with media, senior military officers, business leaders and elected federal and state officials.

Select accomplishments:

• Four-fold increase in both staff size and institutional funding from private, federal and state sources from 2001-2014. Established vibrant volunteer and internship programs.

• Increased annual visitation from 20,000 in 2002 to 50,000+ per year. Visitation ranks the Mississippi Armed Forces Museum as most visited National Guard-operated museum in the United States and ranks third among all US Army Museums.

• Established one of the best artifact conservation programs in the Southeastern United States and initiated a large scale archival digitization and online publication project.

• Successfully secured funding for and managed four major facility expansions and completed a fifth multi-million dollar project in 2017 on time and within budgetary limits.

• Created partnerships and positive working relationships with other public history and academic institutions regionally, nationally and internationally.
