SUMMARY OF QUALIFICATIONS

Mr. Tracy Blanton, Project Management Professional (PMP), is a highly technical Program Director, with a successful track record, managing a $1.2 Billion dollar Government contract portfolio. Mr. Blanton also served as the Senior Program Manager of the $600M Communications Technical Support Services contract consisting of 320 full time employees (FTEs) across Southwest Asia, the Middle East, and the United States.

He has 34+ years of work experience, including 8 years of Program Management supporting the CTSS II // III contract. Mr. Blanton has been directly managing communications/information technology (IT) programs for nine years in the CENTCOM AoR. As the Program Manager of the CTSS III contract, Mr. Blanton routinely interfaced with Government customers in CONUS and OCONUS locations, as well as Project Managers throughout the Area of Operations to ensure continued exceptional mission support and continuity.

His exceptional leadership of the CTSS III contract has been well-recognized by AFCENT leadership, who refer to Mr. Blanton as the “A6X Deputy Commander.” Mr. Blanton’s leadership was instrumental in driving performance improvement by reducing the onboarding timeline for a new hire candidate from 66 days to 47, which resulted in an overall sustained staffing level of 95%+ and improved continuity and mission support. His knowledge of Federal Acquisition Regulation (FAR) and DoD procurement dates back to 2007, when he worked on the APS5 Project while at Camp Arifjan, Kuwait.

Mr. Blanton was also instrumental in the recent award of the $800 Million EITEN (Europe-Wide Information Technology Enterprise Network Support Services) contract and managed the program as part of his portfolio.

Mr. Blanton holds a Bachelor of Business Administration degree (BBA) in Finance from Columbus State University (1997), an MBA from Columbus State University (2011), and has his PMP certification through the Project Management Institute (PMI), which is current through August 2026. •Developed processes to track employee certification requirements and refined procedures to include reducing the new hire onboarding timeline by streamlining the hiring process to eliminate inefficient or duplicate stages.

•Facilitates the work of 320 civilian full time employees (FTEs) and acts as the single point of contact, working closely with the Government Contracting Officer and AFCENT leadership. Responsible for all company resources necessary for contract performance, including work allocation, budgetary responsibilities, and executive leadership of CTSS III.

•Provides daily mission support, including the coordination of six OCONUS site leads. Meets with Project Managers daily and weekly to ensure they meet project timelines and Government standards.

•Leads Project Management Office (PMO) staff of seven analysts, responsible for arranging and preparing deliverables ( staffing rosters, recruiting matrix, etc.). Responsibilities also include, but not limited to personnel management; management of Government material and assets; personnel and facility security.
