MTA, New York City Transit (NYCT) - Construction Manager / Project Engineer: (07/1999 – 09/2009) Responsible for railroad signals and telecommunications equipment design and construction projects, with contract budgets exceeding $560 million. Major projects included a system-wide high speed fiber optic telecommunications network along with construction planning and constructability analyses for a $300 million Public Address/Customer Information Signage telecommunications system, the Jerome Line Signal System Modernization contract (which achieved substantial completion 3 months ahead of the 3 year construction schedule with more than 10% savings of the ~$60 million project budget), and the $40+ million dollar Systemwide Stop Arm Machine Cable Replacement projects (where Mr. Smith implemented work procedure innovations resulting in the project being completed 2 years ahead of the initial 4-year construction schedule) and multi-million dollars of savings. Directly supervised various personnel, including Project Engineers, Resident Engineers, Safety and Quality Managers, Project Schedulers, Project Estimators, and Construction Inspectors for a wide range of rail transit construction work.

MTA, New York City Transit (NYCT) - Director of Capital Planning & Control/Engineering Acceptance: (12/94 – 07/1999) In charge of planning, developing, monitoring, providing design & construction support, and processing contractual substantial and final completion for several hundred capital projects within NYCT’s Dept of Subways' five-year capital programs, with cumulative budgets exceeding $5 Billion. Led user/maintainer department technical and administrative efforts for various federal, state, and city funding grant applications (for third-party contractor and in-house labor projects), which required preparation of preliminary scopes of work, project master plans, order-of-magnitude project and equipment cost estimates, order-of-magnitude schedule development, and execution of cost–benefit analyses for track, signals, passenger station, power, employee facilities, communications and electrical equipment and infrastructure projects. Mr. Smith developed presentations and reports for Urban Mass Transportation Administration (UMTA) and Federal Transit Administration (FTA) representatives for new and continued grant funding of numerous projects in preliminary design, design, construction, and closeout phases. Created NYCT’s 63rd Street to Queens Boulevard Rail Corridor Countdown Implementation Plan to facilitate FTA continued grant funding, which detailed the construction, operations and support activities required for integration. (This effort was cited by FTA executive management as “outstanding” in detail and clarity.) Spearheaded expedited development for scope / schedule / budget for the in-house labor 2nd Avenue IND Passenger Station Operating Terminal Conversion Project (associated with the Williamsburg Bridge replacement project) for which FTA grant representatives also highly praised for on-time and within budget project completion.

• As a Maintenance of Way – Infrastructure Engineering & Technical Support Manager received NYC Transit's Distinguished Service Award for outstanding management, engineering, and technical support for significantly improving maintenance and repair operations management along with excellent capital program project support including creation of equipment testing and acceptance procedures, and development of new O & M manual contract specifications.

• Jerome Line Signal System Modernization contract achieved substantial completion 3 months ahead of schedule (after taking over project that was 3 months behind schedule) with more than 10% savings of the ~$60+ million project budget.

• Implemented project work procedure innovations (under flagging protection, in lieu of dozens of diversions of service) resulting in NYC Transit Systemwide Stop Machine Cable Replacement projects being completed 2 years ahead of the initial 4-year construction schedules.

• One of 4 of the first selected Railroad Operations Superintendent Trainees, out of over 400 applicants, that successfully completed hands-on Conductor, Train Operator, Tower Operator, Dispatcher, Control Center training and work assignments. Promoted to Deputy Line Superintendent in charge of over 1,000 railroad operations employees.

• Performed successful recruitment and assessment of several hundred employee applicant candidates for dozens of submissions as technical bid proposal team members, resulting in multiple contract procurement awards.
