LEAD PROJECT MANAGER contracted through BHI Energy responsible for 21 personnel developing Scope, Cost and Schedule set-up for 63 projects associated with 3 Gas Peaking Plants. 2 used for vaporization and 1 for liquefaction. All 3 were shut down by the state of Minnesota due to numerous violations and poorly maintained equipment. Wescott was mothballed in early January after it malfunctioned and twice leaked gas. As a precaution Xcel then closed 2 smaller peaking plants, Sibley and Maplewood. State pipeline safety regulators are still investigating the leaks. Wescott can store 26 million gallons of LNG Liquid Natural Gas and Sibley and Maplewood can store about 2.6 million gallons of propane. To be injected into gas pipelines, propane must be mixed with air, while LNG must be vaporized.

Scope included terminating cables into the new DCS components, installation of all connections to the DCS system architecture and cabling and replacing the WDPF plant system and installation of the new FW Control Cabinet (D-1), DCS Network infrastructure cabinets and the engineering workstation. Also followed final phases of installation of NFPA 805 reconfiguring wires in the breaker control circuits that support the Safety Related Bus 16 to eliminate/minimize fire hazard.

Also organized and led a UESC Task Force in initial development of a Supervisors Guideline, Post-Maintenance Testing Program, and a complete assessment of All Y-12 Maintenance Division procedures.

These Programs and Guidelines were part of the requirements identified by the Department Of Energy (DOE) Draft Order 4330.XXX (Maintenance Management Program) and were developed accordingly using INPO Guidelines and Good Practices.
