Electrical Engineer Background and Qualifications.

1.Manager of Engineering and Operations for Merced Irrigation District. Engineering duties included participating as a team member in the design of a transmission line and substation and providing direction to engineering staff. Operations duties included scheduling line crew construction, maintenance, and safety and training.

2.Performing Arc-Flash Calculations for industrial clients, assisting clients in acquisition of Personal Protective Equipment, and then performing on-site training as necessary to comply with NFPA 70-E and OSHA requirements.

3.Worked as a power simulator instructor for ERCOT/NERC training for NERC Certified System Operators. Wrote training materials for simulator instruction as well as training for ERCOT Operational Drills. I am currently NERC Certified as a Reliability Coordinator Operator.

4.Tasked with developing Lakeland Electric Generation Resource Plan. Recently completed training on PowrSym3 Modeling Software, worked with Lakeland Electric’s PowrSym3 Consultant developing a power resource model for use at Lakeland Electric.

5.Manager of System Control for Lakeland Electric responsible for 28 NERC Standards and went through NERC Audit in 2013 with no violations, rewrote and updated all Standard Operating Procedures for System Control prior to NERC Audit.

6.Assisted a manufacturing client, to investigate unusually high number of cogeneration facility forced outages. Found in my investigation that cogeneration facility had incorrectly placed generation synchronism mechanism on the wrong side of a “Delta” “Y” metering point and was closing the generator 30 degrees out of phase with the utility bus, thus accounting for significant mechanical issues resulting in a high forced outage rate.

7.Designed and constructed two new distribution substations that resulted in valuable training and experience with 138KV to 12 KV substations developed AutoCAD skills.

8.After five years of field trails of implementing Westinghouse fixes to dry low NOx systems. Completed a settlement negotiation with Westinghouse on the Silas Ray Power Plant that was constructed in 1998. This unit was never able to achieve air permit limits for CO and NOX and thus Westinghouse finally agreed to install an SCR at their cost.

9.Gained training and hands on experience with microprocessor-based relays in performing system protection studies and relay replacement and upgrades.

10.Tasked with startup and constructing new Westinghouse Combined Cycle Combustion Turbine at PUB that resulted in valuable training and experience with large generator controls and operation.

11.Provided methods to reduce cost of power to our consumers by Expanding the existing Interruptible power program from 1.3 MWs to 26.8 MWs by assisting large industrial customers with peaking generator installations, largest site developed was 10.5 MWs.

12.Increased reliability in Load Management System by initiating the replacement of the existing Zellweger MPC Controller with a new microprocessor-based controller, also acquired my North Carolina Master Electricians License for Four County EMC’s use in installing load control devices in customer facilities.

15.Tasked with trouble shooting system to improve performance of Load Management Equipment/Originated the development of a system improvement and corresponding patent that increased the two-way communication performance from 60% to 97%. This system improvement, adjustment of the firing timing to compensate for distribution system resonate frequency changes is still in use today.

Based the design on Moroccan Engineers input and a facility that was constructed in Casa Blanca four years earlier.

I then suggested a number of design changes that updated this facility to current design standards here in the United States.
