As a Diplomatic Security, Domestic Facilities Protection, Acting Division Chief I am responsible for the oversight, management and administration of the half a billion dollar Uniformed Guard operations contract at Department of State facilities which includes all Passport, Visa and Financial Centers throughout the United States and Puerto Rico. I exercise overall responsibility for the direction and management of the operations of the Uniformed Protection Division as carried out by multi-disciplined staff performing work in six principal areas: Uniformed Guard Operations, Special Events, Domestic Security Officers Program, SCC, Inquiries, and Lock and Key Program. Recently created 24/7 security staffing plans for newly acquired Russian Consulate and Russian Trade mission located in San Francisco California, as well as the Russian Trade Mission in Washington DC and the Russian Ambassador’s Residence and 46 acre staff compound in Centreville Maryland. The prior tenants of these facilities were asked to leave the country immediately by the federal government which left a short turnaround time to create and implement a robust security plan. Staffing plans included supervisory and hourly Uniformed Protection Officers assigned to Pg. 1 of 6

Security Control Post, foot and vehicle patrols and static posts. Each location entailed an individual security assessment as well as CCTV installation.

I maintain control over all physical security inventory and weapons and provide oversight and guidance to the Uniformed Guard Contract Contracting Officers Representative (COR) as well six (6) Assistant COR’s (ACOR’s) and fifteen (15) Government Technical Monitors (GTM’s) while providing physical and procedural security management oversight for more than 140 domestic facilities.

Formulate countermeasures in physical security to combat any real or perceived terrorism, counter-intelligence, risk assessments or criminal threats to personnel or classified information. Received reports on violations of improperly handled classified materials. As the Contracting Officer Representative (COR) for the Uniformed Protective Division, I plan, organize and manage in-depth short and long range forecast of funding for three (3) Personal Services Contractors (PSC’s). Determine the hiring of PSC personnel based upon office needs, requirements and resources available. Liaison with the Office of Emergency Management providing briefs as a subject matter expert. As a Diplomatic Security, Domestic Facilities Protection, Program Manager responsible for oversight of all Department of States facilities in 2012 to 2013 located in Virginia managing five (5) Domestic Security Officers

(DSO’s) and 26 facilities. Then from 2013 to 2017 maintained oversight of Maryland and Washington D.C. managing eight (8) DSO’s within the Domestic Security Officer Program all coded as 0080 Security Specialists. Conduct annual evaluations while mentoring each DSO ensuring the successful performance of each individual. Manage and supervise the security needs utilizing management resource principals for Department facilities throughout the continental United States, and directly responsible for 50 facilities within the National Capital Region. Each facility has different DHS security levels set forth by the Interagency Security Committee (ISC), thus each facility’s resource requirements differ. Prepare annual financial plans and fiscal budget requests pertaining to the Diplomatic Security Uniformed Guard Contract. Manage and supervise access control procedures for all domestic Department of State facilities, ensuring the appropriate level of staffing by uniformed security guards. Effectively manage a guard force of over 1,300 uniformed guards ensuring all post orders, general orders, special orders and circulars meet the requirements set forth in the Foreign Affairs Manual (FAM) and Foreign Affairs Handbook (FAH). Provide technical knowledge researching, budgeting and procuring new tactical gear for the newly constructed Active Shooter Response Team. Provide oversight for the guard force Surveillance Detection team trained and tasked with counter surveillance duties in support of the departments flagship, Harry S Truman (HST) building. Monitor the Quality Assurance Surveillance Program (QASP) for the guard contract, supervising and reviewing all investigations of reports pertaining to regulatory violations and violations of the United States Criminal Code that occur within Department of State facilities.

Frequently tasked with providing security support for the Diplomatic Security Dignitary Protection Division and the Secretary of State’s Protective Detail, National Special Security Event (NSSE), and Summits as well as dignitary visits. venues during the United Nations General Assembly in New York City. Travel to domestically located site specific locations days prior to the Secretary of States arrival and conduct vulnerability assessments as well as crisis management plans of the venues location(s). Liaison with local and state law enforcement prior to events as well with the venue host, i.e., hotel, convention centers, and Universities security and staff. Assigned as lead Government Technical Monitor (GTM) during the African Summit closing meetings held in Washington D.C, which was attended by the President of the United States (POTUS), the Secretary of State and 50 heads of state from African Countries. Program portfolio includes: oversight of the Explosives Detection Dog Program (EDD), budgeting the cost of necessary explosive materials needed annually, the quarterly cost for the evaluating team from the CIA. Every time that the EDD teams have interacted with other agencies during frequent training exercises or multi-agency events, such as POTUS visits and other head of nations events, the DS EDD teams are lauded for their professionalism and knowledge.

Selected to represent the Department on the Interagency Security Committee (ISC) establishing national policies for Uniformed Guard standards nationwide. The committee comprised of experts from all federal and military law enforcement agencies.

DS/DO/DFP liaison with the Office of Emergency Management (OEM) supporting domestic Continuity of Operations (COOP) planning for Department of State facilities. Well versed with NIMS philosophies and principals. Coordinate with OEM for active shooter policies and drills at Department facilities throughout the National Capitol Region and throughout the continental United States. Act as DS representative during planning for the annual fire drills conducted at all domestic facilities assigned to the Department. Serve in an on-call duty officer status on a rotating basis. Responsible to taking calls from the Security Control Center

(SCC) of the uniformed security officer branch after normal duty hours. These calls range from the involvement of officers in unique security situations, thefts, protestors at facilities, injuries sustained on department property and interactions with undersecretaries and above. Also, receive after-hours calls on major incidents regardless of duty officer status.
