March 2022-December 2022, Senior Project Manager, Early Warning Services. Senior Project Manager at Early Warning, (an identity, risk and payment solutions provider for financial institutions) hired for short term engagement to assist in moving developed applications from an on-premise environment to an AWS cloud environment. Developed applications would serve as a prototype for applications developed for the cloud and/or transformation of existing software from an on-premise environment to a cloud environment. Adapted to Early Warning phase tollgates and enterprise risk management policies. Used Jira, Confluence, Microsoft Project, Planview, Okta, and Microsoft Office products.

May 2021-September 2021, Senior Project Manager/Delivery Manager, Young Living Essential Oils. Senior Project Manager at Young Living, a global organization, for the development and implementation of multiple initiatives relating to security and organizational transition from an onsite infrastructure to a cloud-based infrastructure. Major efforts included increasing security levels as recommended by AWS, reduction of organizational technical debt, updates impacting the user experience in a global market, mobile application development, and resource planning. Senior Project Manager at Cotiviti for multiple major efforts to include rewrite and replatform of existing software to upgrade the technology stack, implement single sign on using Okta, and allow for increased levels of authorization and authentication and improved levels of support and the development of multiple dashboards to provide improved levels of management and operational oversight. Trained staff in agile application development and use of Scrum and Kanban approaches. Engaged by the US Forest Service as Senior Project Manager to develop the project plan and direct efforts in the migration from the existing data center in Salt Lake City to five alternative landing zones in disparate locations (including cloud migration). Oversaw the development of solution architecture diagrams, process workflows, strategic planning, API development, establishment of credentials, and agreements with landing zone partners. December 2017-January 2019, Senior Program Manager, All Native Services Group. Oversees all aspects of projects, leading teams on large scale and complex initiatives. Senior Project Manager at Rio Tinto for the deployment of the Symantec VIP Remote Access solution across a globally dispersed workforce of 60,000 users. The Symantec solution provided Rio Tinto with an enhanced level of security (including dual factor authentication) at a reduced cost. Managed all aspects of project within the constraints of security concerns for remote access during the G20 conference in Brisbane, sensitivities of executive staff and a tight schedule with an end of calendar year fixed deadline. Project Management methodology used was Prince2 and financial tracking was accomplished using Clarity Additional completed and in flight projects utilizing varying methodologies and change management principles, include: Rio Tinto Exploration Server Optimization, Security Upgrade for Process Control Systems, Underground Mine Infrastructure Upgrade, Data Center Migration, project auditing, Microsoft Office 365 implementation, migration to Cloud computing (AWS), implementation of Bentley Document Management System, single sign on solutions, work group divestments, and Rio Tinto Mineral Occurrences System development. November 2010-June 2012, IT Director, Application Development, Department of Technology Services (DTS), State of Utah. Internal DTS reorganization altered my primary responsibilities to a focus on application development (using multiple methodologies), project/portfolio management, and system maintenance and budgetary and investment management for all application software for six of the Executive Agencies in the Utah State Government; Department of Health, Department of Human Services, Utah State Tax Commission, Department of Environmental Quality, Department of Natural Resources, and Department of Agriculture and Food. Responsible for supervision and performance of 130 State staff consisting of project managers, team leads, business systems analysts, application developers and database analysts and 25 contract staff. Established internal Project Management Office (PMO) for oversight and management of scope, schedule, resource allocation and planning, executive level dashboard reporting, measures of success, change management, and risk/mitigation for a portfolio consisting of as many as 50 concurrent projects; many of which were high visibility, complex projects supporting major state initiatives such as the Medicare program, Human Services programs, and the Tax Commission. Regularly met with Agency Executive Management and key stakeholders to define complex requirements, identify data governance opportunities, provide briefings and project updates; including identification of project issues and proposed solutions and progress towards achieving major milestones. Review and approve all Change Management Requests for the six agencies under my supervision. December 2007-November 2010, IT Director at Utah Department of Health, Department of Technology Services, State of Utah. Total responsibility for all IT functions at the Utah Department of Health (DOH). Acts as single point of contact to resolve all DOH IT issues, manage initiatives, and deliver operational excellence. Main focus is on the delivery of quality service in the areas of application development and system maintenance, server administration (over 175 servers), desktop support, and vendor contract management. Regularly meets with DOH Executive Management to review summary dashboard, report project status, ensure designed solution meets the business system requirements, regulatory requirements, and business case objectives, and evaluate customer service satisfaction and lead post-implementation reviews and project audits. Works in conjunction with Agency Executive Management to develop yearly Strategic Plans (including portfolio investment planning), Service Level Agreements, and Continuity of Operations Planning. Additional responsibilities include Application Inventory Management, Infrastructure/Server Inventory Management, Change Management (for both application development and infrastructure), Emergency Medical Services and Preparedness, Process Improvement (Six Sigma methodology), Tool Assessment, Systems Analysis, interfacing with local health departments, solution design, CMS Reporting, and Incident Management as well as supervision and performance of 55 State staff. Worked with Medicare team to develop RFP and evaluate bids for replatform and modernization of legacy Medicare system. Major initiatives, using various development methodologies (waterfall, agile), include support of the State Medicare Management Information System (MMIS), development of an electronic health record with the University of Utah (EHR), development of electronic laboratory reporting (ELR), data warehouse analytics and reporting, and support of State programs that include but are not limited to Immunizations, WIC, Vital Records, Epidemiology, Licensing, Grants Management, Laboratory Testing, Medical Examiner, and Emergency Preparedness.

July 2007-December 2007, Project Manager, Department of Technology Services, State of Utah. As a project manager in the State Project Management Office (PMO) I was responsible for the on time and on budget delivery of multiple, enterprise level IT projects through management of project scope, schedule, resources, risk, and change requests. Developed and led the execution of detailed project plans designed to meet business and technical requirements. Managed project scope, schedule, and resources in alignment with PMI best practices to ensure the realization of expected value. Led regular meetings with business leaders to ensure timely and accurate communication of project status and capture of complete business requirements. Led regular meetings with project teams to evaluate project status, track project milestones, determine critical path, identify issues, and propose solutions, and create Project Plans and Statements of Work.

August 1996-June 2007. Program Manager. Automated Business Systems and Services, Inc.

U.S. Department of Housing and Urban Development (HUD). A key member of the PMO responsible for managing HUD’s Y2K efforts. Program and Contract Manager for all ABSS activities at HUD; technical, administrative, and business development. Responsibilities included the management of Compliance Testing, Independent Verification and Validation (IV&V) and auditing for over 278 major HUD Programs; implementation of compliance testing process and standards; establishment and maintenance of Y2K test environment for PC applications; and management of Y2K databases to track progress and provide data for Y2K scorecard yielding auditable results. Testing included the reverification of modified programs or converted migrated systems to ensure compliance for both Y2K and functional performance. Developed and implemented a HUD IV&V checklist to standardize change control processes and to install a configuration management policy. Served as Y2K technical representative on the Change Management Review Board. Additional responsibilities included management of processes and procedures to upgrade all required software on HUD laptops to ensure Y2K compliance. Grew business from an initial staffing level of eight to a staff of 50 analysts, programmers, test engineers, and administrative personnel.
