EXPERIENCE:

Consulting Interim CIO, Richmond National Insurance, Richmond VA, 2021-2022 Created IT strategic, tactical, and governance plans for a start-up commercial insurance company. Established standards for software development and infrastructure delivery including PaaS on Azure and AWS. Developed policy administration, premium rating, claims, accounting, and Human Resource systems delivered via the cloud. Expertise in NetSuite, One Shield, Clarion Door, and Tiger Lab. Established the PMO and created a department of seasoned professionals. Appointed to advise the CEO on structure and budget for the enterprise.

Principal Consultant and Head of Advisory, Impact Makers, a B-Corp, Richmond VA, 2020-2021 and 2011-2012

Led the Financial Services Advisory Practice serving banks, investment, insurance, and accounting firms. Responsible for key anchor accounts:

• At Freddie Mac, led the index PMO and provided technical business analysis for transition from the international LIBOR indexes to the new SOFR indexes for multi- family housing loans and their securitization by investors. The project involved dozens of systems with upstream and downstream impacts, and regulatory liabilities in a complex business environment with many stakeholders. Advisor to the Corporate PMO.

• At the Federal Reserve Banks of Richmond, Philadelphia, and Cleveland, led analysis for the Attract and Retain Strategic Human Resources Initiative as part of their transformation efforts. Results of this analysis redesigned IT departments while maintaining distributed responsibility. The project’s goal was to upskill IT staff throughout the Fed system and prepare it for work in the cloud with emphasis on DevOps. Reported to the PMO as a senior director. Advisor to the head of workforce modernization.

• Provided advisory to department heads and consulting services to Virginia’s Departments of Health, Wildlife and Fisheries, Corrections, State Police, and Jamestown Settlement focusing on compliance with Virginia IT Agency standards, quality of services provided, and alignment with agency goals. Served as the technical leader and principal consultant in a fast-growing B2B InsurTech, which provided digital transformation and innovative data and scoring to the insurance industry. COO, Geoff McDonald and Associates, Richmond, VA 2015-2018 Provided innovative legal systems to a personal injury law firm in Virginia. Developed and implemented a growth and transformation strategy that substantially increased revenue year over year in 2016, 2017, and 2018. Designed and implemented a real-time legal metrics dashboard and automated tasks to track every client and every case, reducing settlement time from over a year to three months. Led digital transformation and process innovation in all aspects of administration for Virginia’s third largest law firm of 700 professionals. Re-architected aged infrastructure to a high-quality delivery system that eliminated chronic business interruption and run-away hardware costs. Renegotiated contracts to reduce the annual IT budget by 10%. Created greenfield software that found billable but unbilled work, salvaging $4.2 million in lost hours (leakage). CIO, Elephant Insurance Services, Richmond, VA 2009-2011 Architected and implemented all technologies, procedures, mail operations, a call center, and a PMO for a new and rapidly growing auto insurer from scratch in nine months, including policy administration, premium raters, claims, and back-office systems (accounting and human resources). The concept was to bring temporary systems up quickly to generate premium. Subsequently, led a project to migrate systems to Guidewire as a permanent solution, starting with claims. CIO, Chesapeake Capital Corporation, Richmond, VA 2006-2009 Designed and delivered systems for the nation’s most successful international “turtle” hedge fund, a 7x24 global alternative investment firm. Innovations included a large-scale, real-time research platform and an order management system that enabled the purchase and sale of futures in milliseconds. Enabled the company to make thousands of trades per week in real time, accumulating more than $2 billion in value. Also developed a market research engine that collected, compared, and reported on real-time market pricing for futures in the portfolio. Business Information Officer, Capital One Financial, Richmond, VA 2003-2006 Led the Human Resources IT Division in support of 800 HR professionals. Designed and implemented new, and upgraded legacy systems, for a fast-growing Fortune 100 company including recruiting, learning management, knowledge base, promotion, retirement, and performance management. CIO of VMS and CEO of Gamble Hill Systems (VMS spinoff), Richmond, VA 2000-2003 Designed, installed, and supported custom software for departments of public works and departments of transportation in four states. These entities used the software to manage hundreds of billions of dollars in public investment.
