Managed an annual energy and utility (fire protection, water services, sewer) budget that exceeds$120 million.

Developed and managed the Energy Services Requirements Contract (ESCO) program based on the guidelines established by California legislation #4750, which exempted energy savings projects from competitive bidding. The peak dollar value was approximately $85 million at any given time.

Developed and implemented a Measurement and Verification (M&V) criteria to measure the dynamic energy efficiency saving for all ESCO projects. Also developed guidelines for reimbursement and penalty charges based on the complexity and cost of all ESCO projects.

Annual energy cost avoidance of approximately $15 million through demand side management (DSM) projects not related to ESCO projects.

Generate approximately $1.5 million annually in utility company and energy supplier rebates.

Negotiated transportation fuels, electricity, and natural gas commodity supply contracts that save approximately $18 million annually (Supply Side Management, SSM).
