Consulting on 1099 since October 2019. Consulting for: N+1 Technologies, CarterLambert, MicroTech.

Business Development/Capture/Proposal Writing/Management on bids and proposals for SEC, US Navy. GSA, US Air Force, DOE, and DHS. Work includes Capture, proposal reviews, dissecting requirements, intensive proposal write ups and managing responses (Technical and Management) for a variety of IT requirements. The focus was and is on software development while maintaining the CMMI maturity.

Involved in all phases of Business Development including Capture and Gate Reviews. Worked several large proposals that have resulted in wins from $100 M to over $900 M.

October 2018 to September 2019 – Teksouth Corporation, Gardendale. AL. Director of Business and Capture. Assisted Teksouth with closing sole source work on the implementation of EntelliFusion (BI Software Analytics Platform for Finance & Budget) at the GSA, USDA, Forest Service, FDA, NOAA, DOE, FBI, DOT (Highway Safety). Worked with General Proctor and LTG Bruce Crawford (Army CIO) on assisting in a Cloud Solution to almost 3,000 systems tied to Finance & Budget. Intensive involvement with three SDVO Small Businesses and one small business capture, recruiting key personnel for proposals, wrote several proposals (technical and management responses/Health IT) for the DOD, Civilian Agencies, Seaport using various Schedules, GWACS and Vehicles. I was responsible for all Technical Writing, assembling the proposals and assist with pricing, recruiting and adjusting verbiage on past performance references. Completed the DISA GWAC for Oracle/Middleware Fusion (20 page write up completed in one day) and resulted in an award at Scott AFB.

Ensured that TCAssociates approaches each business opportunity with the appropriate team assembled (i.e. the correct subcontractors) and ensure proper contracts such as NDAs and Teaming Agreements are executed. Led and coordinated all activities for the pursuit of Multiple Award Contracts (MACs) and selected IDIQs and Health IT/MATOCS contract vehicles. I extensively worked on institutionalizing a series of templates on many of the standard requirements of an RFP. In addition, my templates were created to ensure the completion of an RFI in 2 or 3 days using the templates. I also developed organized, and fully compelling content to RFPs while ensuring inclusion of complete corporate capabilities from a management and technical perspective. My input was critical to transforming TCAssociates to over $250 M organization.

Director of Proposals and Task Administrator (Navy Seaport):

Assisted Transtecs Corporation in program management and contractual administrative functions of various NAVSEA and NAVAIR projects. I have been instrumental in cradle-to-grave program management activities in order to assist Transtecs with a streamline process and save the government funds and time.

My program management functions extended to ensuring that the organization, strategic planning typically included review of the organization's vision, mission, values, overall strategic issues and strategic goals. I was also responsible for ensuring that each of Transtecs’ strategies become actual and attainable goals and I constantly strived in ensuring that the roadmap led compliance to all program management goals for each project were met and exceeded. I ensured that each project program planning events are tied to the nature of Transtecs’ mission and that the program planning was closely tied to our organization strategic planning as well. During my tenure with company, the business activities grew tremendously. Provided and directed the company in technical assignments to start and complete the submission of the GSA STARS Proposal. Award was made to TCAssociates. I was also assigned the preparation of the new SIN 132 60 Application for the E-Authentication program which was awarded to TCAssociates.

I led in assisting the company with major technical solutioning related to IT RFP requests from several government agencies and departments. I initiated and participated in brainstorming sessions, provided key elements of sound capture on the various opportunities while managing and providing

Involvement with firm from cradle to grave on various management and contracts administration aspects of several projects for the government. Involved in managing, and report writing and capture management, various projects. Heavy involvement in models for FFP, T&M, Cost plus fee, and others. I was instrumental in assisting company in the award of the ARMY STOC II with 2 awards as prime.

Exceptionally strong in technical write ups and proposal management and in presenting tangible solutions to the government and managed successfully 2 DLA contracts. In addition, I provided management reviews of the DISA DVS II, and CORENet work. I also brought strategic partnering to the company with large integrators such as Unisys, Lockheed Martin, GD, Raytheon and others where close relationships were maintained. Worked and dissected the CIOSP GWAC and physically wrote major sections of the requirements for the company.

Program/Proposal Manager/Capture:

Assisted in start-up of CTC in the IT, Engineering and medical field from inception. Built all internal policies and guidelines, registered the corporation on CCR and ProNet, wrote all procedures for Human

Resources, Financials, Business Development. As a program manager, I developed and managed new business lines with several Agencies such the VA, EPA, DoD, DOE, Army MEDCOM, GSA, HUD, DHHS,

Homeland Security and the World Bank for the Year 2004. I have been instrumental in structuring Alliances with Unisys, Lockheed Martin, Grumman, EDS, AMS on many subcontracts with US Federal Agencies. I was also responsible for technical writing, contracts management on several activities. I was very knowledgeable in the FAR and DFAR in federal contracting. Our areas of focus were Information Security, Environmental Engineering, and HIPAA/Tricare Compliance. Also performed several technical write-ups for proposals with several agencies. I possess Expert Level knowledge in proposals development and assembled information on a multitude of requests in compliance with the FAR and DFAR.
