DUTIES AND RESPONSIBILITIES

• Implement and improve the company's HSE policy, Specific duties and responsibilities.

• Responsible for ensuring operations are engineered in a safe and efficient manner.

• Always ensure the Health and Safety of all Manpower & Equipment’s in all company premises, offices, workshop, factory, sites.

• Ensure equipment mobilization lists are properly completed for each job.

• Responsible for directing and managing field personnel designated to the project.

• Take adequate steps to prevent accidents and injury to health arising during work.

• Provide regular and recorded health and safety training for all personnel

• Report to the Project Managers from time to time to verify site activities are carried out as per safety rules and code.

• Prepare and implement the safety procedures and project safety manual.

• Assist site managers to prepare safety programs.

• Familiarize with the safety program including accident reporting and work permit procedures.

• Carry out daily/weekly inspection of sites as often as possible and take appropriate corrective actions.

• Coordinates with subcontractors’ supervisors/engineers and managers in scheduling safety committee meetings.

• Perform documentation for all miscellaneous works related to traffic, fire, health, safety and environment protection work.

• Checking and monitoring the scaffolding tag system. Supervising and conducting investigation of accidents and incidents including near misses, determination of problem cases and enforcing preventive measure.

• Communicating with Client and subcontractors and ensure their improvements on the project.

• Participate in the weekly HSE and monthly management walk-through inspection and meeting and to tackle noted observations/findings.

• Review the contractor safety performance by inspection and by acquiring data in order to provide means to improve overall HSE standards.

• Lead the implementation of the HSE management systems.

• To provide information to management regarding work stoppages that may arises during unsafe conditions.

• Ensure that all Toolbox meetings are being conducted on daily basis by the sub-contractors and any deviations that have been identified the previous day are projected in the meeting to avoid recurrence.

• Conduct interviews on to obtain first-hand information about workplace incidents/accidents and near-misses and about work environments.

• Conduct onsite inspections of all cranes to determine and evaluate their serviceability.

• Initiate the Safety Posters competitions to induce awareness to all site personnel including sub- contractors.

• Inspect and evaluate workplace environments, equipment’s and related work practices in order to ensure compliance to site safety rules and regulations.

• Assure appropriate safety compliance monitoring and implementation of project work permits system. Preparation of incident and near miss reports, the root cause of the accident and its preventing measures.

• Preparation of Job Hazard Analysis and hazard identification.

• Review work method statements and job analysis procedures submitted by sub-contractors before start of any site work.

• Facilitate regular HSE Officers daily walk-through inspection and adopt on the spot corrective measures.

• Provide technical safety support and assistance to construction management personnel as required to effectively and proactively manage safety cultures, issues and other related concerns during the construction execution phase.

• Instructions to competent/trained/authorized department/persons for the following inspection and submit report on daily/weekly/monthly basis as per requirement of the client/projects and to educate the safety officers and working crew to follow safe working practices.
