1. Head of Projects, Construction and Engineering. July 2017 to June 2023 (6 Years)

Joint Venture Consortium of Libya - JVCL (Owner and Operator)

Public and Private Joint Venture Consortium (JVCL) comprising of the Libyan Investment Authority, National Oil Corporation, Ministry of Power and Energy and Kotban Oil and Gas Limited to Build, Own and Operate the Petrochemical, Power and Energy, Marine and Infrastructure Industries which were damaged or destroyed during the civil war 2009/2010

Reporting to the Director General and leading a team of 370 staff members and holding strategic responsibility in an autonomous leadership position covering multiple project facilities and controlling over 2000 skilled workforce with P&L responsibility.

Manage, supervise and control the development and implementation of major Multi-disciplined oil and gas refineries, thermal power and related infrastructure projects from initial inception through to completion and handover pertaining to new plants, facilities and modifications to existing plant and systems ensuring optimal and economic development of projects consistent with Shareholders guidelines

Responsible for the expansion and modernization of the 3 main refineries (900000 BPD) 3 downstream petrochemical plants (960000 tons/year) and LNG Processing plants (4.2 million tons/year) and make them ready for the commercial operation for the production of petro products. Constructed tank farms with fixed and floating roofs including a 48 inch pipeline for 286 Km connecting the oil and gas fields to the refineries

Managed the exploration and production of 7 million cubic meters of Coal Bed Methane Gas per day and the transport of 6 million cubic meters of gas per day from the site to the Gas gathering station through pipelines for the commercial distribution to Benghazi

Responsible for the construction, installation, testing, commissioning and management of new combined cycle gas thermal power plant of capacity 750 MW, and a 450 MW coal based thermal power plant for the distribution of electricity to Tripoli and Bengasi through a high voltage transmission line covering a distance of 147 Km with 11 sub stations

Accountabilities

Direct and coordinate all activities of teams of multi-disciplined managers, engineers and other professionals in a designated field. Perform supervisory functions and exercises financial authority at the level established by the Board of Directors

Coordinate overall financial matters pertaining to the projects, such as currency requirements and restrictions, import duty exceptions, financial forecasts, etc.

Manage all projects within budgets and in accordance with Company policies, directives, engineering and project management standards.

Direct the project management teams through all phases of project execution from project initiation up to commissioning and start up.

Lead and provide technical input into proposals and conceptual developments, coordinate design, materials specification and technically manage the procurement and contract tendering stages.

Manage multinational contractors ensuring that projects are implemented in accordance with sound project management principles in full compliance with HSE requirements and guidelines within the specified time, cost and other set objectives.

2. Head Project and Construction Management. May 2013 to April 2017. (4 Years)

Chiyoda Corporation SDN BHD. Pasirgudang, Malaysia. (EPC Contractor)

Reporting to the Board of Directors and responsible for the construction and modernization of the oil refinery to accommodate 240000 barrels of oil per day, construction and management of a Petrochemical Park using downstream feed stocks from the refinery for the production of propane, polyethylene, propylene, polypropylene and other high value petrochemicals and the aromatic plant for the production of benzene, toluene, Paraxylene, ortho-xylene, and ethyl benzene including construction and fabrications of storage tanks

Led the construction and management of the 6.6 million tons per annum LNG processing and liquefication plant involving the construction and installation of pumping stations and 400 km pipelines from central gas fields in Malaysia, constructing the LNG plant with roads, supporting infrastructure, a port terminal to off-load the LNG, a desalination plant to provide water, and storage facilities etc. with a total investment of 4 Billion USD.

Managed the fabrication, construction and installation and commissioning of 19 floating roof tank farms and 12 fixed roof tank farms for the storage of crude oil, refined oil and the aromatic products. Played a Major role in the fabrication of porta cabins, steel structures for the infrastructures related to the oil and gas projects through multi-million dollar investment on new fabrication projects in Malaysia.

Lead the operations and strategic direction of the company delivering an 8% cash yield to the company, optimized financial performance of existing assets through contract reviews and increased production and corresponding sales, marketing and export of oil, gas and petrochemicals in and around the Asian region. Optimized the operations and commercial aspects of LNG, oil and gas facilities and managed third party contractual relationship in the region including the day-to-day project construction activities, contract and sub-contract negotiations, scheduling and payroll.

3. Head of Projects. March 2008 to February 2013. (5 Years)

Pacific Oil and Gas Jakarta Ltd. Indonesia (EPC Contractor)

Reporting to the Chief Executive Officer and responsible for the management of the company focusing to invest, develop, build, own and operate the exploration and production process in the island of Sumatra and developing the up, mid and downstream operations which also included the production of 4 million cubic meters of methane gas per day with fabrication, supply, procurement, construction, and installation, testing, mechanical completion and commissioning of the LNG plant and make it ready for the commercial operation.

Headed the construction, erection, testing and commissioning of the 350 MW gas and diesel based Thermal Power plant project at Java Island for the production of electricity for the operation of the Methanol Plant and electrification of the free trade zone covering an area of 3000 Hectares with installation, operation, testing and maintenance of switchgears, transformers, Boilers, Turbines and Generator equipments etc.

4. Deputy Project Director. December 2003 to November 2007 (4 Years)

National Iranian Oil Company. Ahwaz, Iran. (Owner and Operator)

Reporting to the CEO and responsible for the project management and construction related to the expansion and revamping of the Abadan Refinery for the production of additional 120000 barrels of oil per day and managed the fabrication, Installation and commissioning of 9 tank farms at Ahwaz (floating roof) and 16 fixed roof tank farms at Abadan and Bandar Abbas. Constructed a 140 Km pipeline connecting the tank farms with the exploration and production sites

Supervised the design, fabrication of LNG tanks, oily waste water tanks and the construction of two loading arms terminals at Abadan refinery by the contractors and assessed the performance of the vendors based on various criterions such as percentage of rejections, quality improvement rate, timely delivery, and credit terms etc.

5. Senior Project Manager. September 1999 to August 2003 (4 Years)

Moody International M.E. Limited. Basra, Iraq. (EPCM Contractor)

Reporting to the Project Director and responsible for the modernization and expansion of the petroleum refinery of the National Oil Corporation at Basra and the fabrication, construction and commissioning of tank farms for the storage of petrol, diesel and other hydro carbon products throughout the country and maintenance work at the refinery on a regular basis.

Accountable for the construction of a mini downstream refinery for the production of Jet Fuel, LPG, LNG and Lubricants including fabrication and supply of LPG tanks, crude and refined oil storage tanks, oily waste water tanks and construction of two loading arms terminals at Basra refinery and the laying of 282 Km of crude oil pipe line from the project site to the refinery at Basra including design, fabrication and supply of LPG tanks, crude and refined oil storage tanks, oily waste water tanks and construction of two loading arms terminals

6. Project Manager. May 1996 to April 1999 (3 Years)

Davy Group. Lagos, Nigeria - Now Known as Jacobs (EPCM Contractor)

Reporting to the Project Director and responsible for the project and construction management and the annual planning of the petrochemical complex for the production of 2.5 million tons of methanol, 400000 tons of polypropylene and 400000 tons of high density polyethylene per year using around 220 million cubic feet of natural gas (LNG) per day. The project included the EPC management of tank farms, gas gathering stations with LNG storage facilities on a 2000 Hectares of land at Lekki in Nigeria.

Managed the construction and commissioning of a LNG cogeneration power plant of capacity 580KV by gas turbine and steam generators including planning and execution of 132KV two way over head transmission lines for 342 KM, erection of 132kv/33kv switch yard with 2x100 MVA power transformer and distribution substation at Lekki for providing electricity to the methanol plant and electrification of the free trade zone with installation, operation, testing and maintenance of switchgears, transformers, utility, MCC and PCC panels, Ac drives, PLC etc.

7. Project Engineer. April 1993 to March 1996 (3 Years)
