Mr. Moon has over twenty-five years of experience providing professional advisory support and business development to Federal, DoD, and private clients in the areas of strategic planning, international business development, change management, technology licensing and joint-venturing, and large-scale program management. oAs Director, International Business Development for BDM International (now part of Northrop Grumman), was recruited to start-up international activities, identifying and appointing agents in Taiwan, Japan and Korea, and initiating and negotiating large system integration efforts;

oWith Horizon Battery Technology, Inc., sought out and brought in $10 million licensing agreements with the leaders of major corporations in Japan and India – to transform the financial position of the Company. As part of the project lead team was heavily involved in introducing a new green manufacturing facility with innovative ways to recycle toxic materials including lead and acid components;

oWon a $850K competitive bid to install a security portal for the USSS; won a $4.5 million proof of concept security project to secure a portion of the New Delhi rail station; awarded a $2 million contract to provide security solutions to the Ministry of Interior in Kuwait, and a $25 million contract for the Ministry of Home Affairs, India.

oConceived and produced the business plan and scoured the world, to deliver $200 million in equity funding (from a Singapore company) for the first privately-owned international port in India;

oFor a leading provider of business intelligence and enterprise wide web-based knowledge management solutions, reversed a sales decline and delivered an increase in sales revenues of $3 million, in just 12 months; and

oFor a firm engaged in 3-D Computed Tomography, established a presence in China, began activity in Japan and on target to deliver incremental revenues from this source of some $5 million annually.

Business Development

Leading the effort to develop the Asia Pacific and European markets for Kline Technical Consulting, a provider of an integrated security solution that brings disparate hardware systems under a single uniform platform including x-ray scanners, biometrics, imaging devices, sensors, metal detectors, secure portals, and other security products/technologies. Won a $900K competitive bid to provide an integrated security portal system for a HSD organization, a $4.5 million proof of concept security system for the Indian Ministry of Railways, $2M contract for Kuwait’s Ministry of Interior, and $25 million for the Ministry of Home Affairs, India.

Managed global accounts for e4e, a BPO company delivering financial, health care, and technical services.

Engaged by HYTEC, a firm delivering 3-dimensional Computed Tomography to the industrial, security, and military sectors. Signed 2 Asian distributors in Japan and People’s Republic of China and currently in discussions with leading French computed tomography firm representing a combined value of potential $4-5M per annum.

Recruited to turnaround sales in Asia Pacific region for Information Builders, a leading provider of business intelligence and enterprise wide web-based knowledge management solutions. Managed 6 agent/distributors in the region including, Japan, Korea, Taiwan, Hong Kong, and Singapore, with the largest distributor in Japan having over 200 sales staff. Increased sales by 15% ($3 million) during the first year in a region that had decreasing or stagnant sales. Increased distributor agents in Japan and Hong Kong and began discussions in Korea and Taiwan. Improved the sales and post-sales support services for all agents and conducted sales training in Japan, Taiwan, and Korea.

Ran a global technology business development consulting practice for U.S. based companies in selling and licensing products in Europe and Asia Pacific through JV, reseller, distribution and/or product licensing agreements. Acquired customers through aggressive networking and customer referrals. Assisted C-level executives in developing and implementing international strategies, and identifying and securing appropriate channels for overseas sales.

Notable Engagements:

1.Signed a first stage $200 million investment by a Singapore firm for the first private port in India. Helped develop 5-year plan and investor briefings, spearheaded high-level pitches to private companies/consortiums and international lending institutions, acquired numerous bids and assisted in negotiating and closing deal.

2.Signed 2 marketing licenses, valued at $5M each, in Japan and India with options for a manufacturing license for a next generation battery technology.

3.Attracted $500K investment from a Japanese firm for the right to market an exotic coating technology and field emission display (FED) technology for a Texas based high tech company.

4.For Sarnoff Corporation, assisted in market introduction of a new DVD-chip technology (DIVX). Successfully established collaborative effort with Circuit City, Dow Corning, and VLSI.

Recruited to startup international activities for BDM International, a major IT and Management consulting firm. Managed a matrixed group of marketing and technical staff to sell and promote large system integration offerings to the international marketplace.

Key Accomplishments:

1.Setup international operations by signing major agent agreements in Taiwan, Japan, and Korea.

2.Developed new business opportunities in the Pacific Rim region focused on large system integration efforts.

For the Korean government, assisted in the coordination of South Korea's Export Expansion Program in Kuwait increasing Korean exports to Kuwait 10 fold in the first year and 4 fold in the second.

Studies & Analysis

An advisor to the Director of Information Systems at the Strategic Defense Initiative Organization (SDIO). Areas of support included reviewing, developing and writing the SDIO Corporate Information Resource Management (IRM) Plan; recommending a EIS tool that allows quick access to high level program management activity data and IRM activity; and developing a budget model that facilitates the budgeting process for the Information Systems Directorate.

Program Manager for Coopers & Lybrand under its contract with the Navy Industrial Improvement Program (NIIP) Office. The total program was in excess of $90 million with oversight over three prime contractors and nine subcontractors. Provided counsel to senior Navy officials on how to integrate and achieve synergy through the introduction of proven private sector practices to the Navy industrial facilities. Private sector practices introduced were in strategic planning, information resource management, financial management, performance measurement studies, materials and manufacturing process improvements, and human resource management. As part of the effort, financial and performance measurement tools and benchmarks were developed to assess implementation progress.

Group leader in a comprehensive review of the supply system of the US Postal Service, inclusive of 600 equipment maintenance facilities, 250 vehicle maintenance facilities, two major supply centers, and over 30,000 post offices nationwide. The study entailed reviews over procurement practices, inventory management, warehousing & distribution, production of Postal Service unique items and other operational deficiencies.

Managed an effort to introduce Activity Based Costing (ABC) methodology and Total Quality Management (TQM) principles to both the Pacific and European Stars & Stripes. By introducing ABC and TQM, facilitated the breakdown of product and service elements, process steps and associated costs.

Managed an effort for the Naval Aviation Depot (NADEP) in Jacksonville, Florida and North Island, California to compete with private industry for a modification of the P-3C ASW aircraft. Initially, the scope of the effort was to facilitate and train Navy personnel in developing a technical and cost proposal, but the scope quickly expanded to include a comprehensive operations review of how to modify and overhaul the P-3C. As a result of the re-engineering effort, a superior proposal was prepared and the contract to modify the P-3C was awarded to the Navy. The NADEP in Jacksonville, Florida is overhauling the P-3C ASW aircraft at significantly below the bid price through continuous improvement and application of TQM principles and practices.

Team leader for an A-76 study of the FAA’s Technical Center in New Jersey with specific focus on the units responsible for field installation and maintenance of air traffic control systems and testing and validation of hardware and software developed by contractors to manage the air traffic control system.

Team leader to perform a systems requirements analysis of the Vehicle Information Management Systems for the Air Force Logistics Command (AFLC) at Warner Robbins Air Force base.

Led an effort to provide support to the Accounting Systems Division of the Agency for International Development (AID) in response to a Congressional inquiry concerning services purchased by AID.

Lead consultant in an effort to conduct a comprehensive review of Blue Cross & Blue Shields product lines, management structure, and markets.

Key player in support of the US Postal Service to establish wage comparability levels for postal workers during arbitration hearings with the Postal Unions. Conducted comparable industry wide wage survey of private sector employees and more specifically concentrated on wage surveys of package industry employees such as Federal Express, Airborne and UPS.
