Responsible for leading and developing nearly 750 FTEs (police services, emergency communications) for the State’s Capitol City. Due to 21st Century Policing, and data-driven approaches to crime and traffic safety (DDACTS), the city’s overall crime rate has remained below the five-year average in NIBRS. Responsible for the management of multiple multi-million-dollar capital projects related to public safety. Responsible for ensuring compliance with laws, regulations, policies, and procedures. Responsible for the management of a nearly $40 million operational budget, with an emphasis on Community Oriented Policing/Problem Oriented Policing programs which has led to more effective service to the community, and numerous partnerships with 4

the University of Oklahoma, Norman Regional Hospital, and other local, state, and federal governmental entities. The department receives more than 120,000 emergency and non-emergency calls for service annually, more than 4,000 arrests, 40,000 citations, and 1300 emergency mental detentions. Members of the department (commissioned and civilian) are empowered to perform thousands of proactive community-oriented policing hours. Due to community- oriented policing, and data-driven approaches to crime and traffic safety, the city’s crime rate has remained below the five-year average in UCR Category 1 and 2 crimes and accidents in 2012-2017. Assisted in the continued management of the city’s 1/2 % Public Safety Sales Tax Referendum passed in 2008. The passing of this tax provided an additional 41 police officers and other critical capital items and projects. In April 2014 Norman citizens approved the tax to become permanent. Prepared monthly reports and presentations to a public safety oversight committee.

Implemented Data Driven Approaches to Crime and Traffic Safety (DDACTS, predictive analysis, and geographical policing by developing patrol zones with an emphasis on community-oriented policing, crime reduction, and personnel accountability. These efforts resulted in annual decreases in both Category 1 crimes and accidents (minor, injury, and fatalities) since 2012.

Implemented mandatory RITE Training (Racial Intelligence Training and Engagement) within the department as part of the recruit and in-service training.

Developed homeless and mental illness outreach unit. Utilized Asset Forfeiture funds to institute a program that assists in purchasing birth certificates, state identification, or driver’s licenses for homeless and mental health consumers.

In partnership with Norman Public Schools planned and developed the city’s first School Resource Officer Program

All commissioned and selected noncommission personnel must be certified in Crisis Intervention Training by 2020.

Implemented NARCAN training for officers.

Partnered in the development of a multi-agency officer-involved shooting investigation team (including Moore PD, Cleveland County Sheriff’s Office, Oklahoma State Bureau of Investigation, the University of Oklahoma PD, and Oklahoma Highway Patrol in 2019)

Miles Type: Chapter 143 Demographics: 70% AA, 15% H, 10% C, and 5% O Responsible for leading and developing 83 FTEs, 63 commissioned personnel including 2 Assistant Chiefs, 6 Lieutenants, and 7 Sergeants as well as 20 civilian staff (including dispatch services), 10 Victims Assistance Advocates, 4 Chaplains, 4 Reserve Officers, and 30 Citizen Public Safety Alumni Members. I managed an initial $7.3 million budget for police operations, and police/fire communications that annually generated more than 31,000 calls for service, 3,500 arrests, and over 6,000 citations. The department operated under Chapter 143 state civil service guidelines. Maintained a positive and proactive relationship with Cedar Valley College. Key Accomplishments:

Effectively managed department following a -20% decrease in department operational budget ($7.3m to $5.9 m) over two years due to a reduction in the city’s general fund because of drastic impacts to property and retail taxes.

Facilitated town hall meetings that focused on community awareness and involvement, crime reduction, and updates regarding crime statistics and the importance and implementation of geographic policing and community-oriented policing which elevated dialogue with department and minority communities

Managed a $775,000 COPS hiring grant.

Partnered with faith-based organizations and Lancaster Rotary Club to organize summer youth programs

(Friday Night Heat and Annual Coat Drive) funded with state and federal seizure funds.

As a commander, I was responsible for the leadership and operational oversight of more than 20 FTEs, commissioned and non-commissioned personnel, in both Crime Scene Search Unit and Property/Evidence. Managed a $486,000 Federal Byrne Grant used to purchase the COGENT identification interface system. I developed an efficient process that resulted in a 50% increase in property release and destruction. As a patrol commander responsible for over 70 employees including leading specialized units (K-9, Cooper Street and Bicycle units, CID, and Police Service Assistant(s). I was responsible for the management operation of the geographic area surrounding the Parks Mall (Cooper Street Corridor). As a geographical commander, I was responsible for one of Arlington's largest and most diverse sectors (over 100,000 residents and large retail). The area also included the University of Texas at Arlington. Key Accomplishments:

With vehicle and foot traffic around the Parks Mall surpassing 500,000 during the Christmas holiday season, initiated and maintained proactive initiatives related to community policing and long-term crime reduction that involved officers, civic groups, and business partners within the sector. These initiatives resulted in an average of -21% reduction in UCR Offenses within the geographic sectors.

Supervised the largest retail areas in North Texas (Parks Mall/Cooper Corridor) which generates over 70% of the city’s retail revenue.

Assisted in establishing a 15% increase in new Community Watch Groups.

The chaired committee was responsible for developing an alternate emergency communication plan for the department following Hurricane Katrina. Also, served as incident commander during multiple catastrophic events
