2019- 2023: United States Army

Deputy Director for Strategic Competition, Defense Intelligence Agency (Reston, VA)

Responsible for applied research and evaluation of leading edge technologies for improving operational effectiveness of the mission user. Directly supported the DIA Chief Technology Office and senior stakeholders by guiding the identification, analysis, adoption, and retirement of technology solutions and standards within the DIA. Developed and recommended the technology standards and policy governing the lifecycle of Defense Information Systems (DIS). Advised CIO on technical capabilities and opportunities that can help support the DIA mission. Assisted the Office of the Director of National Intelligence (ODNI) to execute emergency procurement of $110 million of critical software licenses and hardware needed to rapidly standup teleworking and remote working capabilities for over 15,000 personnel. Shaped the adoption of artificial intelligence and quantum computing within DIA in order to outpace the near-peer competitors’ pursuits to exploit these technologies for their strategic advantage.

Branch Chief, Defense Intelligence Agency (Reston, VA)

Provided streamlined, cost-effective procurement and contract management oversight for DIA, CIO customers and senior stakeholders. Leads all CIO procurement and contract actions as well as directs CIO's Contract Officer Representatives (CORs), contracts, task orders, and procurement vehicles (to include the Government Purchase Card). Monitors, reports, and administers contract funding and execution incorporating current year spend plan, future budget projections, burn rates, and Unliquidated Obligations (ULOs).

In collaboration with functional owners, oversees Information Technology (IT) acquisitions to fulfill mission needs and manages the lifecycle of CIO labor, service, and commodity contracts (hardware, software, maintenance).

Drove CIO to exceed DIA financial milestones for 2nd/3rd/4th qtrs.; executed ~$800M in contracts before FY20 closeout; and enabled Agency to achieve all Congressional financial obligation deadlines.

Director of Logistics, Special Operations Joint Task Force (Kuwait and Syria) 2018-2019

Accountable for logistics support for Special Ops, Joint Task Force including provisions of sustainment (food, ammo, fuel) and training to troops and Syrian groups. Oversee a $416M budget for 235 soldiers and support staff (direct reports) across Jordan.

Oversee performance management of multiple, critical teams tasked with contracts, procurement, maintenance and equipment. Manage budget development and management for all projects and functions and streamline operations to ensure success.

Revamped change management processes which enabled quicker delivery of equipment in hard to reach areas. Bundled fuel, food and ammunition on air drops. Utilized C17’s and C130’s to drive efficiency and consistency of air drops.

Deputy Director, Military Surface Deployment and Distribution Command (St. Louis, MO), 2018

Led the Operations Office tasked with ensuring readiness for deployment and contingency operations. Led testing on policies and procedures and managed administration and external contingencies that directly affected the Command mission. Developed and oversaw operations, battle command, power projection deployment.

Ensured delivery of goods within different countries and time zones including passing through customs in each country. Maneuvered through all unique, country specific paperwork and barriers.

Completed a joint exercise with the Marines, Navy and other foreign counterparts to move equipment through various ports in multiple countries.

Key contributor to future program development that enabled mission requirements including operations, exercises, advanced technology, operational testing and all Title X missions.

Deportation Officer, Department of Homeland Security (Baltimore, MD), 2004 – 2018 (retired)

Conducted legal research to support decisions to deport illegal aliens and worked with attorneys to represent the Government in court actions. Collaborated with the DEA and FBI to locate and apprehend individuals. Ensured the physical removal of criminal and non-criminal aliens from the United States.

Conducted complex investigations, surveillance and investigative reports to assist with sensitive and difficult seizures.

Foreign Strategic Transportation Officer (Dubai), 2016 - 2017

Provided leadership for six company motor transportation battalions that supported 773 Soldiers dispersed across nine locations. Coached, mentored and trained six Company Commanders and prepared the unit for wartime missions through training and enforcing Army standards.

Chief of Staff (Doha, Qatar), 2013 – 2014/Plans Officer (Stuttgart, Germany), 2013

Served as the principal support to the Commander, Joint Information Support Task Force during Operations Enduring Freedom and assumed that role during the Commander’s absence. Led 130 soldiers, airmen, marines and civilians tasked with coordinating and conducting Military Information Support Operations in the CENTCOM AOR through three Military Information Support teams. Managed a $15M budget and maintained accountability for $3M in equipment.

Worked with the US Embassies in Lebanon, Yemen and Afghanistan and the JSOFT-GCC based in Bahrain.

Led a branch of seven military and US civilian joint logistics/transportation planners as the Logistics Officer throughout the 51-country EUCOM Area of Responsibility.

Executive Officer (Concord, CA), 2012 - 2013

Provided executive oversight and installations for the Military Ocean Terminal in Concord, CA. Oversaw the Director of Public Works, Director of Emergency Services and physical facility including maintenance, renovations and upgrades.

Led antiterrorism activities including the Department of the Army Police force, contracted security forces and a Fire Department.

Drafted the Real Property Management Plan and ensured maintenance of equipment valued over $25M.

Chief, Northern Distribution Network, Netherlands, 2009 – 2012
