Professional Experience

Training and Business Skills Development Specialist- Ministry of Gender, Labour and Social Development (MGLSD) - Generating Growth Opportunities and Productivity for Women Enterprises (GROW) project funded by World Bank September 2023 to date. Responsible for the management and implementation of interventions with key stakeholders and ensuring that there are synergies with other project components, and support the development of a core package and curriculum of training topics aimed at enhancing the success of women entrepreneurs across sectors among others.

Regional Programme Officer- MGLSD- Uganda Women Entrepreneurship Programme (UWEP) Eastern 2 Region (Karamoja, Teso, Bukedi and Sebei Sub regions) funded by Government Of Uganda, September 2016 to June 2022 Reported to the National Programme Coordinator(NPC) and responsible for coordinating UWEP implementation, planning, reporting and programme management at regional level with implementing partners and other key stakeholders. Oversee programme implementation in 35 local Governments in 4 sub regions of Teso, Karamoja, Bukedi and Sebei.

Consultant: National Expert in Local Government Planning, Budgeting and Governance – January-February 2018. Contracted by DFID for the Office of the Prime Minister (OPM), Government of Uganda and in Consultation with Overseas Development Institute (ODI) but implemented by EUROPE Ltd. The 2 months assignment looked at the Annual Performance Assessment of Local Governments in Uganda with emphasis on Budget and Social Accountability requirements; Cross cutting and Sectoral Functional Processes and Systems in order to promote effective incentives and behavior, systems and procedures of importance to local government’s efficient Administration and service delivery. The assignment covered the 13 west Nile Local Governments of Arua, Maracha, Koboko, Adjumani, Moyo, Yumbe, Koboko MC, Zombo, Pakwach, Nebbi, Nebbi MC, Nwoya and Amuru.

Cluster Area Programmes Manager- World Vision International Uganda Hoima and Buliisa Clusters December 2014 to August 2016. Responsible for overseeing development and delivery of high quality, evidence-based, innovative programs. Provided leadership and management oversight of World Vision Programmes in Hoima and Buliisa districts (Sponsorship and grants funded). Identified potential new intervention opportunities and initiated and contributed to the development of new concepts and proposals for the target area, Annual Budget of $1,560,000 with a team of 23 staff and focused on Food security, HIV/AIDS, WASH inclusive, Education, and DRR. The funders were WV USA, Finland Government, WVKorea, WV Netherlands, MNCH and WASH USAID grants.

Cluster Programmes Manager- World Vision International Uganda Masaka Cluster July 2010- September 2014. Reported directly to the Regional Operations Manager provided overall oversight in leadership, management and programme implementation in the Area Development Program (ADP), with a staffing level of 15 staff, and an annual budget of $1,500,000. Also gave regular programme feedback in the form of reports to key stakeholders and provided a clear strategic direction and deliverables in programme implementation. Projects under this assignment included Education, livelihood, child protection, HIV/AIDS care, support and treatment projects, and USAID funded Supporting Public Sector Workplaces to Expand Action and Response to HIV/AIDS (SPEAR).

Area Programmes Manager- Self Help Africa 2009 – 2010. Reported to the Country Director, was responsible for managing a dedicated team of 20 technical staff in Kumi –Bukedi-Ngora Districts Area Based Programme (ABP) in ensuring that the food security and livelihood programme funded by Irish Aid was effectively achieved. Responsible for the operational success of the programme interventions by providing inspirational team leadership, effective organizational management and development, efficient programme delivery and robust monitoring and evaluation system. Represented the organisation in regional and cluster meetings to ensure linkages with partner agencies are strengthened.

District Senior Planner/Economist- Katakwi District Local Government 2007-2009. Reported to the Principal District Planner, was responsible for the coordination and fostering of local development in the district planning unit through ensuring an integrated planning management, implementation, monitoring and evaluation of development plans, projects and programmes in the district. Designated Katakwi District Focal Point Officer for EU funded Northern Uganda Rehabilitation Programme (NUREP) and UNICEF Katakwi District supported funding.

Capacity Building and Partnerships Support Officer- Concern Worldwide–Katakwi Decentralization Support Project,-funded by EU & DCI- 2002-2007. Reported to the Programme Manager, and responsible for ensuring capability building, mentoring and coaching of technical specialists in order to support program quality in line with program standards and key performance indicators. in the implementation of emergency WASH projects through the distribution of Non Food Items (NFI) in ten IDPs

camps in Katakwi and Amuria districts during the LRA incursion into Teso Sub region. Responsible for the identification of new intervention areas and opportunities in the areas of WASH, NFIs distribution and develop concept notes and proposals for intervention.

Programme Coordinator WaterAid Uganda, Water & Sanitation programme (WASH) funder DFID-2001- 2002. Reported to the Programmes Manager and managed all aspects of the WaterAid program that Included planning, partnerships, HR management, budgeting, financial control/management and monitoring & evaluation. Established, developed and maintained excellent working relationships with key stakeholders in the programme area along the line of programme delivery strategy.

Field Development Coordinator- ActionAid International Uganda, Food Security, Livelihoods and Infrastructure development project 1997-2001. Reported to the Community Development Manager and principally built the capacity of the communities and acted as a link between the communities and the full range of activities provided by ActionAid International in a given sub county and ensured transparency and accountability in all operational systems. Worked through community structures and local partners to increase reach and build capacity of local institutions for enhanced ownership and sustainability.
