Benefits Manager

Responsible for the development, implementation, management and ongoing review of the employee benefit plans, policies, compliance, and administration of the Benefits Administration System and the HRIS.

• Design, evaluate and modify benefits policies to ensure that programs are current, competitive and in compliance with all legal requirements, including but not limited to ACA, HIPAA, ERISA, DOL, COBRA, FMLA, ADA, ADEA, and IRS.

• Administer employee health and welfare benefit programs in compliance with carrier contracts for the purpose of providing maximum coverage to employees. Manages the plan options of the CIA’s tiered health care system.

Benefits Manager

Lead benefits and compensation design, implementation and compliance. Serve as a business partner by providing guidance and counsel to leadership and peers in other areas of the HRD, such as, compensation, recruitment, employee relations, learning and organization training development and facilitation, and compliance.

• Assist in the coordination of the recruitment and selection processes. Assist recruitment team in coordinating with leadership the development and review of recruitment strategies that is in-line with the organizations’ strategic recruitment plan. In collaboration with hiring managers, review job descriptions, job postings and screening and interview questions. Responsible for the design, administration and compliance of the benefits programs, including but not limited to contracts, benefit plan documents, NDT (benefits and retirement), audits, benefits reconciliation, and open enrollment. Administer, manage and direct various functions of the HR department related to other benefits programs such as, LOA, FMLA, WC, wellness, rewards and recognition. Create and facilitate at new hire orientation presentation related to the organizations’ benefits program.

• Provide professional counseling on employee/labor relations issues and processes, interpretation of human resource practices, policies, and procedures including related laws and regulations.

• Manage HRIS data integrity, testing of system changes, report writing, and data flows for process improvement opportunities. Deliver ad hoc reports and planned reports. Responsible for all employee records.

• Responsible for ensuring HR compliance such as, PCORI, NDT (benefits and retirement), 1095-C, status change request documentation, plan document amendments and restatements, COBRA, EEOC, I-9’s, among other compliance areas.

Duties performed as a Human Resources and Safety Manager for a non-profit, federally qualified health center. Directed all functions of Human Resources and Risk for the operation of a multi-site health center with approximately 49 employees.
