I have over 40 years of experience in the Construction Industry as a craftsman, engineer, surveyor, general foreman, independent contractor, business owner, contract administrator, contract manager, construction engineering manager, civil engineer, lead civil engineer, chief field engineer, construction manager, operations manager and project manager. Most recent clients include Koch Carbon (3 projects), Invista (4 projects), FEMA, Hyundai Motor Manufacturing-America, the Eisenmann Corp. A list of major clients includes Arco Alaska, Inc., General Electric, Celanese (3 projects), Procter & Gamble (3 projects), Witco (4 projects), Bayer & Citgo, among others. 15 years on the Texas-Louisiana Gulf Coast, performing work on refineries and chemical plants. Of particular note, is the involvement with environmental issues. Notably, the remediation and COST AVOIDANCE associated with the Bay Area Terminal, Koch Carbon division, Koch Industries. On site excavation included the removal of over 30,000 Cu. Yds of material. California and Federal mandated test results showed slightly over 6.000 cubic yards to be considered hazardous. Material so designated would require disposal, off-site and out of state to a controlled landfill in Nevada. Approximate disposal cost of $1,000/cubic yard. We were able, INSTEAD, to cement stabilize up to 5,000 cubic yards into a non-hazardous (California standard) material, later able to be utilized ON-SITE as structural fill. Cost AVOIDANCE/SAVINGS of over $5,000,000. 1,000 yds were successfully contained and transported to a Federal Landfill in Nevada.

Private Employment Dec. 2011 to Current

Since the successful completion of the Koch Carbon BABT Expansion and the Invista projects, I have taken a form of semi-retirement, accepting positions and projects of special interest. Notably, two additional projects for Koch Carbon, one in Enid, Oklahoma, another in Chicago. Both included rail spur lines and TIC’s of $35-50 million. Also pursued extended education opportunities. Created, designed and installed various community gardens, and a commemorative church garden dedicated to a revered pastor, posthumously. When I began major projects, as a young Civil Engineer/Field Engineer/Surveyor, I asked each PM for tasks that fit one or mor of the following criteria. Hard (difficult) high (elevated or difficult to access) or difficult (requiring new skills or out of the box thinking). Result Designed “ Best new engineering tool” for casting “concrete lollipops, allowing for MONOLITHIC forming and concrete placement of slabs and wall, avoiding cold joints/water stop. On the Koch Carbon project in CA, we had A COST AVOIDANCE OF OVER $5 MILLION by concrete stabilizing excavated contaminated soils into a product acceptable (even by CA/EPA standards) for on-site use as STRUCTURAL fill.

Construction Engineer, Civil, Structural & Mechanical disciplines on a Boiler Controls project converting a coal fired boiler to natural gas. Responsible for demolition of existing coal fired unit and conversion to natural gas fire, along with the “make safe” closing of a second coal fired unit. Demolition included approximately 400 tons of site built boiler and auxiliary units. Instituted Critical Lift Plans for Manitowoc 16000 Luffer crane, client liason for all excavation permits, including existing document control searches, physical underground obstruction and utility searches. Responsible for design conflict resolution/completion for civil/structural/mechanical items with home office engineering and client requests. Maintained PCO log entries and resolutions for over 100 discipline items. Responsible for all Civil, Structural, Mechanical and Architectural items of construction, including scheduling, coordination, permitting, procurement, quality control, turnover and document control of discipline project records.

Project Construction Manager

• Koch Carbon, Pittsburg, CA, March 2007 to April 2008 Construction Manager on a grass-roots $33 mm+ project to increase terminal capacity from 60 to 135 metric tons. Project includes managing client’s General Contractor to erect the new 120,000 sq. ft storage enclosure, a new truck unloading building, transfer towers, unloading & loading conveyor systems. Initiated cradle to grave contracts for automation, process water, process water electrical, fire protection, UL approved alarm systems & monitoring, environmental remediation & landscaping. Produced cost savings/avoidance in excess of $6mm primarily in the handling, remediation and re-use of site soils. Acted on client’s behalf on submittals/coordination w/City of Pittsburg officials and Contra Costa County Fire Protection Distict engineers for permitting and code compliance activities.

Project Engineer & Contracts Manager

• Solutia, Pensacola, FL Nov. 2006 to March 2007

Project Engineer for the Civil/Structural/Architectural department and Contracts Manager for all disciplines of the project. Project was a $38mm fast track modernization to increase plant capacity by 25%. The plant produces nylon fiber for the automotive and carpet industries. Personal work items included cradle to grave contracts for vessel modifications, structural modifications, roofing, HVAC & concrete work. Business Operations Manager

• Southern Electical & Mechanical--GE Plastics, Burkville, AL 2002 to Nov. 2006 Business & Operations Manager for the Maintenance and Capital Projects Prime Contractor to GE. Duties on this evergreen, $6-10 million per year project include supervision of : Cost Control, Accounts Payable/Receivable, Scheduling, Estimating, manpower, client requirements, e.g. background and government screening programs, OCIP enrollment & business development. Negotiated a new 3-yr contract w/GE in Sept. 2003 for the Owners. Initiated contracting department to develop sub-contractors to perform off-site work. The most recent client is FEMA where we designed/built the new state headquarters as well as designed/build a pilot program of completely self-contained emergency response trailers, equipped w/satellite communication, generators, electrical circuitry & lighting to perform as field offices @ emergency sites. • GE Plastics, Burkville, AL 2001 to 2002

Duties on this $245+ million project include development of subcontract packages; bid evaluation, client interface, negotiation and award; purchase order submittal to the Industrial Development Board of the City of Montgomery; addenda(s) to scope/contracts, and close out. Scope includes Electrical, Civil, Mechanical as well as testing labs, soil, concrete and NDE services. Subcontract value to date approaches $23 million. Also functions as site Civil Engineer in specification development/revision, constructability and input to Area Managers, Site Manager and the client.
