3.1Consultant in Public Sector Reforms {2019}

3.1.1Collating, editing and distilling and consolidating data from various stakeholders into meaningful and succinct bits for ease of adoption and concretization by Lesotho Government.

3.1.2Comparing the national practices with international best practices in theory and in practice for ease of adoption into the report. The assignment involved the “Consolidation of Inputs into professional and succinct report” that can be easily consumed and implemented by the government of Lesotho. I have worked with Professor Balogun and Dr Dzimba.

3.1.3The areas covered included how best to invoke internationally accepted talent acquisition strategies to professionally carry out appointments in statutory positions to accord meritocracy, competitiveness, openness, transparency in the civil service which includes, institutions like:

Governor and Deputy Governors of the Central Bank of Lesotho,

Chairman and Commissioners of the Public Service Commission, Independent Electoral Commission, and Teaching Service Commission,

Ombudsman

Director General of Directorate on Corruption and Economic Offences Ambassadors to different missions

Principal Secretaries in different Government Ministries etc,

3.1.4Performance management and succession planning. These includes performance contracting and appraisal at individual level, team level and organizational level in line with established national priority areas.

3.1.5Providing framework for customer service that entails predictable, consistent, reliable,time bound, cost effective and dependable service standards across the Civil service as basis for elimination of black market and endemic corruption.

3.1.6Made recommendations of encapsulating International Labour Organization conventions ratified by Lesotho into Law to allow for bargaining rights in the civil service.

4.0 Ministry of Public Service {2016 – 2021}

4.1.Served as the gazzetted Member/Assessor of Public Service Tribunal a quasi-judicial body that considers the cases referred either by the government as the employer and its employees on disputes of interest and right arising from the employment relationship. We consider procedural and substantive fairness issues in cases referred to the Tribunal and judgement thereby dispensed for implementation by the parties concerned.

4.2 Provided human resources management expertise to guide the flow of proceedings during the sittings with a view to engendering objectivity and fairness in decision making.

5.0Central Bank of Lesotho {2009 -2012}

5.1I have conceptualization, contextualization and operationalization of contemporary international best practices in sustainable human resources management.

5.2. Undertake organizational diagnosis, design and organizational development interventions coupled with the ability to develop and implement human resources management philosophy, strategy, systems, policies, processes and procedures for competitive edge in the core business of the organization.

5.3Implementation of talent acquisition processes and procedures based on recruitment policy, which includes job profiling, job evaluation, advertising, screening in those who meet the specified criteria and screening out those who do not warrant further consideration, then conducting initial short listing and distilling it to final shortlisting based on inherent job requirements and person job fit as per the qualifications, experience, knowledge and abilities directly related to the advertised position, followed by organizing interviews and relevant committees,job offer and placement and on-boarding.

5.3.1Providing technical expertise on assessment centres i.e administering psychometric assessment as a basis for identification of desired performance traits and noticeable gaps that requires further consideration for improvement thereafter as well as other in baskets.

5.3.2Inculcation of construct validity, content validity, predictive validity, cultural fairness, credibility and reliability in talent sourcing processes to minimize risk.
