- I successfully acted as Chief countless times over the years in multiple positions for both Branch and Division management

- I admirably performed a 90-day detail as Branch Chief for the Test and Certification Office, Financial and Loan Application Certification Group

(FLACG).

- I was worthily part of the Selection Team for a Contract Award on more than one occasion. This team made the final selection for services via government acquisition. My depth of knowledge for the positions to be filled gave a huge contribution to the selection team. Due to my experience in this area, I was often contacted as a resource/SME is this type of acquisition.

- As a testing lead, I splendidly ensured, staff, federal and contract, had all materials needed to perform their jobs. This included office space and equipment, supplies, hardware, software, training materials, and security access as needed. Coordinating and administering inventory control processes/procedures was essential and proficiently achieved. I was often called upon by peers and management for guidance in this area.

• Computer Skills

- From 1996 until my retirement in 1921, I performed an array of IT Positions. These positions allowed experience with multiple tools (software and hardware), applications, technologies as well as IT philosophies and certifications. (ITIL, Agile, sAFE, etc.)

- Reporting has always been an essential part of each position I held. I prepared reports for management, upper management and executive management using a variety of tools. (Word, Excel, PowerPoint, etc.)

- In daily software testing activities preparing extremely accurate reports was critical. I masterfully queried databases as a daily occurrence, as a tester to ensure data entered was stored and displayed properly. Access, DB2, SQL, 3B2 and AS400 databases were the most frequently used.

- As a Team Lead or as Acting Chief, I used the forementioned tools proficiently but additionally had to query internal tools for staff statistics

(accomplishments, test scripts executed, timeframe of execution, etc.) For this and other functions I became marvelously proficient at building JIRA Dashboards as well as running reports using Hewlett Packard, Application Life Cycle Management Tool, Quality Center (HP-ALM/QC), and others. This ensured against fraud, waste and mismanagement.

• Managing Human Resources

- I commendably mentored contractors and federal staff for all things testing related (processes and technology)

- I effectively lead a team of testers to meet the product goals and thereby achieving the organizational goals

- As a federal Project Manager (PMP), I proved my credibility by demonstrating responsibility/accountability for planning, organizing, and directing the completion of specific projects assigned to me for USDA IT Programs while ensuring these projects are on time, on budget, and within scope owners and various IT Teams to ultimately be delivered outstanding software to state and county offices nationally.

- As a Technical Test Lead, I oversaw and assisted in writing Standard Operating Procedures (SOP). These SOP’s ensured direction for internal teams as well as external teams, including external agencies. SOPs ensured accountability as well as other efficiencies. The final product was no waste of, time, money, and resources.

- I often trained new staff on, tool usage, testing strategies, product background, (interfaces, scheduled jobs, database flows, etc.). 3

Retraining/refresh training was scheduled on a regular basis based on topics which were determined from much of my report findings. To establish and get approval, I relayed and conferred with my supervisor on agenda and material to be used for specified and agreed training.

- A single large training effort I performed was for a new tool for tracking all areas workflow of software delivery within JIRA. This training crossed multifunctional IT areas. I had a live classroom with a diverse IT trainee group, ranging from test, database administration, development and others including supervisors. The participated as part of the business design team of this project. Rollout was successful and I was often called upon as the expert for this specific tool.

I made quick work of road mapping IT priorities with the business owners. I ensured scope, costs, timelines, etc. worked best for all parties, including those doing the work, as well as those needing the worked delivered.

I participated in the weekly Investment Review Board (IRB). I often pre-coached the business owner on their presentation to the review board. One of my successes, was to lead, assist and coach a business owner to gain funding for FSA field hardware (first piece of procurement). This item was immediately addressed and determined it was a multi- office expense needing to be part of the regular budget planning. 6/2014 – 10/2018

My basic responsibility as a test lead, was to effectively lead a team of testers to meet the product goals and thereby achieving the organizational goals that are derived. Of course, however straightforward the basics of the role is, it inherently translated into a whole series of responsibilities.

During my tenure in this position, as needed, I acted as Branch Chief for my supervisor

(FPACG). I also formally had the pleasure of a 90-day detail as my supervisors retired counterpart (FLACG). The experience forementioned made me acutely aware of the needs and demands of supervisory positions and empowered me to make decisions regarding area delegation, policy and daily duties. I identified, evaluated and continually improved Federal Lead and Contract Staff training needs, gaps and process. I provided training and documentation as required for a multitude of long forgotten gatekeeper responsibilities needing enforcement. I wrote, developed, refined, presented and collaborated on Standard Operating Procedures,

(SOP).
