DRIVES AOC DOL Interfaces Project. Replaced inter-agency legacy interfaces.

Enterprise Data Exchange Changes to seventeen AOC applications\systems, data warehouse, and data exchanges for nine WA state agencies.

Party\Person Replication (IT and Operational activities) for the new COTS Superior Court Case Management System (SC CMS). SaaS project, partially managed as a Scrum project. Records management was the driving requirement behind this effort.

For the Enterprise Data Exchange, the organizational efforts for multiple entities and viewpoints were coordinated for the nine agencies at the same time. Business process improvement. Utilized Agile, and all aspects of PMBOK methodology including work breakdown structures, charters, work plans, change requests, and schedules. Drove requirements and developed operational turnover planning including the business and IT resourcing, processes, and other aspects. Operations Analyst/PM for the Office of the Medical Director

Performed operational support, business analysis & project management for the Office of the Medical Director. Duties included: Strategic planning, budget management, conducting change management, utilizing lean principles and methodology for process improvements, auditing of department operations and change control processes. Performed BA duties as needed to gather requirements and work with various business units. Utilized Agile. Auditing of internal claims. Change and business process improvement. Practiced organizational change management. Basic SQL skills and data mining. Additional responsibilities:

* Contract management. Wrote statements of work, scoring, managing teams of evaluators. Managed approximately 55 medical consultant contracts. Wrote and managed multiple RFP, RF, and RFQQs.

* Analyzed and changed how IT maintenance and provisioning was performed for the department resulting in a complete turnaround in productivity and internal customer satisfaction.

* Project managed the Opioid Second Opinion Project and wrote/coordinated the RFQ that obtained services for the project. Conducted ongoing analysis of the top prescribers of opioids in the state.

* Managed and co-wrote the inter-agency RFP (L&I and HCA) that provided Utilization Review services statewide. This work included understanding of Medicare application needs for the users. Provided interagency scoring for the final vendor qualifications and award.

* Conducted numerous analysis of the work from medical experts on staff, and comparison of rules to meet expectations. Technical writer for processes and training. Records management upgrades developed and implemented.

* Utilized all aspects of PMBOK methodology including work breakdown structures, charters, work plans, and schedules.

IT Project Manager for the Stay at Work Project

Established project framework and organization. Produced and delivered all project artifacts on schedule. Utilized Agile and all aspects of PMBOK methodology including work breakdown structures, charters, work plans, and schedules. Wrote and managed RFQs to obtain services of programmers and other personnel for the project.

* Successful software release December 2011 for the debut of the program, including automating all payments.

* Designed project Share Point site and utilized TFS for testing.

* Managed requirements documentation, solicited requirements and instructed new business analysts on use cases, test cases, requirements writing, reporting capability, discovery, and use cases. Utilized Agile methodologies.

State of Washington, Liquor & Cannabis Control Board Sept 2007 – August 2011

Project Manager

Many of these projects were worked concurrently including three decision package projects with overlapping timelines. All aspects of PMBOK methodology including work breakdown structures, charters, supply chain issues, change requests, work plans, and schedules were used. Utilized Agile methodologies as appropriate. Because the agency did not employ BA’s, gathering requirements and other BA duties were part of the planning and PM activities.

* Managed the Expanded Lottery Project that successfully implemented draw games and enhanced scratch games into all the state liquor stores in 2009. The project was operational, and IT based. Identified and resolved numerous existing process gaps and operational problems to support project success.

* Managed the BOL Project. This project was multi-divisional and a successful operational investigation and mitigation of long-term overpayment of all shipping vendors for delivery of liquor to the liquor stores. The project resolved software issues, operational warehouse issues, supply chain issues, contract issues, TMS, and personnel issues.

* Managed the response to SB6444. (This project became the operational blueprint to eventually close 169 state stores after passage of the 1104 Costco bill). A big part of the planning was with transport management. The project required research of policy and procedures, planning logistics, and an operational plan along with data analysis to support the decisions of which stores to close and the costs to do so.

* Managed the New Stores Project. (Establish fifteen new liquor stores and reopen ten liquor stores). Mitigated facility design, security, electrical, supply chain, and telecom issues. Multiple existing permitting problems and departmental and other agency interactions were resolved. Highly visible (Legislature) schedule developed for eventual successful deployment. Developed process around city\agency permitting issues thereby closing the gap on much of the scheduling and DIS issues. Improved transport management systems for the store operations.

* During the growth phase of the stores, assumed statewide responsibility for operational duties for (177) state store relocations and remodels. Eventually assumed tribal and (162) contract stores responsibility. (2010-2011, responsibility concurrent with the New Stores Project). Managed supply chain, telecom and data provisioning for all stores as part of the projects.

* Project manager and impetus for converting all Retail/Distribution Center/Purchasing reporting to SQL or into the data warehouse. Produced reports requirements writing and design, lead groups of users to determine their needs in common and unique requirement needs. Provided analysis and resolution for WMS problems used for supply chain improvement and issues.

* Provided research and analysis of Purchasing, Retail, Financial, and Distribution issues and processes. This work was coordinated with Data Warehouse maintenance and implementation efforts.

* Provided operational planning for the Retail division and agency level strategic planning.

* Other responsibilities included functional analysis of logistics, supply chain, and production problems at the statewide liquor distribution center, store security systems, coordination of telecom problems/requests from Retail and Purchasing, and DIS. Extensive supply chain analysis. Also provided auditing for accidents and safety violations for store activity. Provided resolution for all ITS process/provisioning requests from Retail, Purchasing, and the distribution center. Wrote and delivered training for process changes.

* Provided Project Management training and oversight to all retail store district managers for ten overlapping legislatively driven operational projects.

Products:

* Designed and implemented a departmental interactive two-year story board for operational planning for store openings, renovations, and relocations. Instituted SOWs, MOUs, and SLAs between all concerned parties, including agency Security and HR. Technical writer for processes and training.

* Developed and successfully utilized a “Gate” system for store Operations.
