To Whom it Concerns,

Thank you for taking the Ɵme to review my applicaƟon. A review of my resume demonstrates that I am a strong candidate with extensive senior level administraƟve, federal contracƟng, and leadership experience, including serving as the Chief of Staff for the Defense Health Agency’s TraumaƟc Brain Injury Center of Excellence (TBICoE). AddiƟonally, I have 18 years’ experience as a senior program manager with the Department of Defense (DoD), the Federal Bureau of Prisons (BOP), and the ImmigraƟon and Custom Enforcement Health Services Corps (IHSC).

My experience as an officer and senior program manager includes direcƟng complex mulƟmillion dollar programs within the DoD, BOP, and IHSC. I am known as a solid and trusted leader who is a dedicated, hard-working problem solver that knows and follows policies (i.e., a policy hawk) and who does not believe in failure. I believe there are soluƟons to every problem and my team’s responsibility is to find the best soluƟon, even in complex, fast paced, poliƟcally charged, and ever-changing environments. I also believe leaders must manage the staff they are given and that means seƫng clear expectaƟons and offering staff the training and/or mentoring they need to succeed. Finally, I do not believe staff come to work to fail but fail due to poor leadership, poor communicaƟons, or a lack of knowledge and training. The best leaders are those who lead from the front and will not ask staff to do something they are not willing to do themselves. They are also ones who take responsibility for their staffs’ acƟons. I have led the transformaƟon of two failing healthcare programs and turned them into the highest performing medical sites within their agencies. I also have repeatedly developed and executed plans within an organizaƟon that resulted in over a 25% cost savings without any significant negaƟve impacts to the organizaƟon’s efficiency or effecƟveness. I pracƟce the belief that good leaders leave an organizaƟon beƩer posiƟoned than when they reported aboard. I am available for immediate hiring and believe I am the perfect match for this posiƟon. I bring with me significant knowledge, experience, dedicaƟon and commitment to the mission, proven leadership, and the ability to work across the organizaƟon to complete complex challenges. As a result of my work, I have received over 35 uniformed service awards, numerous LeƩers of AppreciaƟon, and consistently scored superior on my annual officer’s performance evaluaƟons. I look forward to meeƟng with you to further discussing how my vast experiences, knowledge, skills, and abiliƟes can benefit and fit in with your organizaƟon’s culture and mission. Very respecƞully,

James Blankenship
