2010 to 2012 Construction Specialist/Engineer at UNICEF KCO

1)Initially worked under the Health Section and supervised the consultants appointed to manage the construction of the new maternity ward and new born baby unit at the new Nyanza Provincial General Hospital. I was involved from inception of the project to completion in providing technical guidance to the team of architects, engineers, quantity surveyors and contractors by direct supervision and financial management under the UNICEF Construction guidelines from Supply Division in Copenhagen;

Purpose: Under the general guidance of Chief of Health, I was responsible for the development, planning, and implementation of the project for the construction of Nyanza Hospital. I ensured that all the activities related to this project were completed to the desired standards and within budget and schedule, in close collaboration with the Supply & Logistics section. I was based in Nairobi, with frequent travel to the site.

Major Duties and Responsibilities:

Was responsible for all technical matters such as monitoring and management of the work of the construction consultant and contractors who provided pre-construction services, supervision and quality assurance services for the project. Specific tasks were to review and approve surveys, studies and master plans, final designs and cost estimates, certificates, construction drawings; assist in the pre/post-qualification of contractors; assist in the review and approval of tender documents and bid evaluation; ensure sound supervision and quality control of the construction works and solve any technical matters arising;

I Supported UNICEF Programme and Supply unit with contracts/agreements management - for both pre-construction and supervision services and construction works - recommended payments ensuring proper accountability, and ensured that activities were within established contracts/agreements, plans of action, and programme budget allotments;

I regularly met with construction project representatives to monitor and review progress, quality and cost issues during pre-construction and works implementation;

Regularly undertook field visits in order to monitor and evaluate project implementation. Identified problems and proposed remedial action. Identified alternative courses of action, to accelerate/improve programme delivery;

Advised Programme, Supply and Finance units on claims, disputes and completions and defect corrections certification;

Maintained project files including complete technical documentation.

Internally, coordinated closely with Health & Nutrition and WES sections in the implementation of the design and the construction of Nyanza hospital; provide information and support for the preparation of all programme reports for management, donors, budget reviews, approvals, etc.

Areas considered

I was specifically responsible for the oversight and coordination of the Nyanza Hospital construction project by:

(i) Reviewing and clearing all designs, bidding documents and bid evaluations;

(ii) Monitoring and managing the construction supervision and quality assurance to ensure the necessary standards were duly met.

Designs and Tender Process

I reviewed the detailed architectural and engineering designs (drawings, technical specifications and bills of quantities) and cost estimates and provided advice and clearance as required;

As needed, ensured adequate site investigations were carried out for the design of the hospital and other works;

Liaised with hospital and health authorities and UNICEF Health & Nutrition and WES sections to ensure technical specifications and contractors’ works met the needs and requirements of beneficiaries;

I supervised and assisted the construction contractors in the pre-qualification of contractors, preparation of bid documents, bid evaluation, and supported the Program and Supply section with recommendations for award and obtained approval of contracts as required by UNICEF procedures.

Construction Management and Supervision

I supervised and assisted the construction contractors to carry out all the duties normally associated with supervision of construction. This included assisting with the review of contractors’ work processes plans and construction designs and assisted/cleared the necessary modifications to the construction drawings; and ensured that all necessary material tests, inspections and certifications were carried out.

Reviewed and monitored the construction supervision and quality assurance plan including quality, cost and time controls;

Reviewed methodology, materials procurement and organization plans of the contractors;

Visited the active construction site at least twice every month; site visits were timed to coincide with significant construction activities;

Ensured detailed records were kept of all construction activities, enabling real-time tracking of construction progress.

Reviewed progress reports, trends which are likely outcome of contracts and other information;

Supervised to completion (substantial and final), and ensured that as-built records and appropriate operation and maintenance manuals were prepared and handed over to the hospital staff and relevant authorities.

During this period I also assisted Child Protection Section to construct a Child Protection Centre in Malindi Kenya through a NGO based in Malindi and working with the Children’s department in the Ministry of Gender and Social Services and Ministry of Public Works as the project consultants

2) Since September 2010 I have been working as the Construction Engineer in the WASH Section UNICEF KCO mainly to:

Scope of Work

The technical assistance was be used to follow up and supervise the implementation of WASH interventions assisted by UNICEF under both regular and emergency programme areas. I also assisted the WASH, Health and Child Protection Sections in supporting capacity building for government counterparts at district and community levels and to implement and manage construction facilities. Moreover, I produced technical specifications, drawings and construction details for WASH facilities in schools and rural water supply and follow up the implementation to ensure quality and compliance.

AWP areas covered

IR1 6,000,000 people, 44 health facilities in 20 arid, semi-arid and flood prone areas/districts of Kenya consistently use improved water by 2012; and IR6 1,000,000 vulnerable people in emergency prone areas, drought, floods and cholera are timely provided with improved WASH services.

Deliverables

Working under general supervision of Chief of WASH Section I was primarily responsible to provide technical assistance to the above mentioned programme areas in monitoring UNICEF interventions supported by WASH, as follows: specifically, I was responsible for delivery of the following tasks:

Assist the district/County authorities in preparation of proposals for cash advances from UNICEF and follow up the requisition process and disbursement of funds matching with donor proposals; and follow up on timely liquidation of accounts by partners.

Assist implementing partners in the pre/post-qualification of contractors, to assist in the review and approval of tender documents prepared by partners and examine the bills of quantities with cost estimates and technical specifications to comply with standards, statutory requirements, bid evaluation and budgetary provisions prior to funds approval and disbursement by UNICEF; to ensure sound supervision and quality control of the construction works and assist partners to solve any technical matters arising on construction.

Prepare supply plans for water supply interventions based on AWP, review/preparation of specifications for supply needs, and raise supply requisitions matching with donor proposals in coordination with other Programme Officers in the Section. Assist in timely identification of supplies, procurement and distribution for target areas.

Provide technical assistance in reviewing technical designs and standards for components of water supply systems and school/community WASH facilities.

Internally, coordinate closely with WASH Section in the implementation of the design and the construction of the identified projects, provide information and support for the preparation of all programme reports for management, donors, budget reviews, approvals etc. Provide technical follow up in the implementation of WASH Programme to schools and community geared to realization of MDG Global targets and Country targets as articulated by Section Chief ensuring compliance with strategic choices and focus within specified parameters (time, cost, equity, and other UNICEF Policy).

Since October 2005 I was the Projects Manager/ Technical Services Manager at KICC.

Dealing with Health Projects under Ministry of Health and specifically assigned to the Rehabilitation of Kenyatta National Hospital Project.

Team leader and project architect of the Project Implementation Unit handling the rehabilitation Contract IDA funded Credit 2310 – World Bank

The task involved the documentation of the entire dilapidations of the hospital, preparation of architectural drawings for renovation areas and detailed technical specifications required for production of engineering drawings and bills of quantities; respecification of finishes and materials and redesign of spaces to make them workable.

Coordination of the project consultants (engineers – structural, civil, electrical, bio-medical, and mechanical) and specialized sub-contractors; supervision and management of the contract through on site daily inspection and periodic site meetings between the client, the PIU, the consultants and the contractors and occasionally the world bank team and the teams from the parent ministries.

Preparation of payment certificates for the contractors; approval of building and technical materials and equipment to be installed; issuance of practical and partial completion certificates; issuance of handover certificates to the client at completion and preparation of the final accounts for the contractors prior to issuance of the final making good defects certificates upon discharge from the contract.

The whole process of the normal architects practice in a busy hospital environment because the hospital did not shut down during the exercise; it was unique and very challenging.

In partnership with CCM Construction of Malaysia and Adulla Yusuf of Malaysia we put together a concept to develop SALAMA CITY to be built in KONZA on Mombasa Road with the intention of reproducing a CYBER CITY Concept along the lines of CYBERJAYA in Malaysia. This City was to host Electronic manufacturers from the East to assemble their products and distribute them to the Regional African Market while working in a totally electronic manipulated environment. A green City with no green gas emissions, no vehicular traffic jams and very minimal noise and air pollution. This site and project somehow ended up with Government at a period when I was away from office for medical reasons as KONZA CITY.

We provide consultancy services to clients in the built environment for design of buildings, contract supervision and engagement of contractors

Design and specifications for electrical fittings and mechanical engineering solutions such as alternative power supply options especially solar energy utilization, power standby generators, solar lighting and water heating design and installation

Design and specification for waste management options – this is a new area that we are currently seeking partners with the appropriate technology to step in and provide solutions.

Design and preparation of detailed drawings for Architectural rehabilitations works; preparation of schedules of dilapidation for actual repairs to be undertaken on rehabilitation of roofs, ceiling, floors, walls, windows, doors, fixtures and external facades establishment of Doctor’s offices, admissions, biomedical workshops, rehabilitation of stores and SPU, chapel, control posts and fencing including the construction of new mortuary . The rehabilitation exercise involved a wide range of facilities such as the lecture theaters and conference rooms, the operating theatres, the wards for adults and pediatrics, casualty – resuscitation and consultation, treatment areas; lobbies; corridors and external facades including landscaping and road works. Preparations of completion Bills of Quantities for the Radiation Protection and Testing Laboratories that had stalled when handled by private consultants. The estimated cost of this completion project was Ksh. 200,000,000. My responsibility on this project was to coordinate the other consultants in the preparation of schedules of dilapidations and architectural specifications for remedial works and completion, preparation of tender/bid documents; invitation to tender by various prequalified construction firms, evaluation of submitted bids and recommendation of successfully tendered bids to client Board of Directors.

This project involved research into the user requirements for nuclear technology with specific regards to dosimetry, radiochemistry, and radiology (for non-destructive testing of materials)

Other administrative tasks done on behalf of the Senior Superintendent Architect include:-

a)Preparation of correspondence with contractors on various projects; coordination with colleagues (both Architects and Engineers) at Ministry of Public Works; correspondence with client Ministries on behalf of the Chief Architect and Permanent Secretary – Ministry of Public Works.

b)Representing the Ministry of Public Works on post contract administration in several arbitration hearings and presentations on disputed final accounts of Government projects.
