PROFESSIONAL EXPERIENCE:

Strategy and Management Services (SAMS), Ft. Lee, VA (October 2014 – March 2017). As an IT Program Manager, Ms. King provided day-to-day management of project initiatives supporting the Defense Contract Management Agency (DCMA), shepherding Defense Business Systems through the acquisition and systems development life cycle. Collaborated with DCMA’s Portfolio Management (PfM) team to identify and build templates and artifacts for inclusion into the Business Capability Project Lifecycle (BCPL) framework based on DoDI 5000.02 and the recent DoDI 5000.75. Developed documents required to support milestone decisions and to shepherd DCMA systems through the acquisition and system development lifecycle per the BCPL framework. Assisted in conducting market research to create an analysis of alternatives. Prepared information briefs, reports, and decision support materials. Attended management review meetings and provides status information on assigned projects. Ensured project deliverables were completed on time and met quality standards. Acted as primary point of contact for the on-site Contractor team. Ensured contract terms and conditions of the contract were being fulfilled. Managed project risk and proactively alerted management of significant issues and planned corrective action.

Dynamics Research Corporation (DRC), Ft. Lee, VA (September 2012 – July 2014). As a Program Manager, Ms. King was responsible for a Software Engineering Center – Lee (SEC-Lee) contract consisting of software maintenance and worldwide customer support for several acquisition systems including the Army Contract Business Intelligence System (ACBIS), Federal Procurement Data System – Next Generation (FPDS-NG), General Fund Enterprise Business System (GFEBS), and Standard Procurement System (SPS). Provided an update to the project plan, and ensured all program cost, schedule and performance met SEC-Lee’s expectations as defined in the Performance Work Statement. Participated in contract negotiations, proposal preparations, and subcontract management. Led program review sessions with the customer, briefing the contract’s cost, schedule, and performance, tracking performance against Contract Data Requirements Lists (CDRLs) and PWS. Provided briefing material to senior management, working closely with the business unit director.

Northrop Grumman Corporation (NGC), Ft. Lee, VA (February 2000 – September 2012). Ms. King was a Program Manager responsible for a Software Engineering Center – Lee (SEC-Lee) contract consisting of software development and maintenance, and worldwide customer support for the Integrated Facilities System (IFS). In coordination with SEC-Lee’s Contracting Officer’s Representative (COR) and Government Team Chief, she directed all phases of the program’s schedule from inception to completion. Ms. King participated in contract negotiations, coordinated proposal preparations, subcontract management, operating budgets, and contract terms and conditions. As the primary Ft. Lee customer contact for NGC, she led program review sessions with the customer, briefing the contract’s cost, schedule, and performance, and tracking performance against the Contract Data Requirements Lists (CDRLs) and Performance Work Statement (PWS).

Ms. King oversaw and participated in NGC’s strategic plan as it related to Ft. Lee business initiatives. She identified, captured, and managed business targets in order to grow the company’s business base. In conjunction with strategic planning, Ms. King provided executive updates to senior management and managed a portfolio of NGC business initiatives, working closely with business management, contracts/subcontracts management, and business unit director. Additionally, Ms. King provided briefings to higher management and her customer, providing contract status such as staffing and qualifications, financial posture, technical accomplishments, call metrics, contractual action items, customer satisfaction survey results, risks and mitigations, lessons learned, and future goals. She stayed abreast of contract accomplishments by gathering and providing performance metrics to provide a real-time picture of performance versus established goals and objectives.

Previous to the above assignment, she managed a Sustainment Center of Excellence G6 (SCoE G6) Information Technology (IT) contract which supported the Army Logistics University (ALU) training environment which included end user and classroom IT support, Education Network (EdNet) administration, system administration, and Registered Communications Distribution Design (RCDD) support. She provided IT briefing material consisting of the current business alignment within the SCoE G6 enterprise architecture, as well as financial management data for upward reporting.

Previous to this, Ms. King managed the Global Combat Support System – Army/Tactical (GCSS-A/T) Task Order #4 (TO#4) contract through the Project Manager Logistics Information Systems (PM LIS) and an SEC-Lee contract comprising of the Customer Assistance Office (CAO) and IFS. Before this assignment, Ms. King was the Deputy Project Manager on the GCSS-A/T TO#4 contract. She managed project performance and employees working on several U.S. Army logistics management information systems: the Standard Army Retail Supply System-1/2AD (SARSS-1/2AD), Standard Army Maintenance System-Rehost (SAMS-Rehost), Standard Army Maintenance System-Installation/Table of Distribution and Allowances (SAMS-I/TDA), Unit Level Logistics System-Staff 4 (ULLS-S4), and Standard Property Book System – Redesign (SPBS-R). Ms. King tracked system progress against established goals and strategic plan. Previous to this assignment, Ms. King performed programming and CM tasks for SAMS-I/TDA. She documented the CM process for SAMS-I/TDA, which included how to build a Software Change Package (SCP) and how to build an Interim Change Package (ICP). The CM documentation was written using a step-by-step approach for the compile and link of the entire (or partial) system, explaining the purpose of each UNIX shell script and necessary changes required to build a SCP or an ICP. Previous to the SAMS-I/TDA CM assignment, Ms. King was assigned to SARSS CM and was responsible for identifying locked and turned-in modules, checking in those modules, processing the modules and creating executables, performing audits and reports on newly-created executables, and building a change package (ICP or SCP). In addition, Ms. King assumed the role of Integrated Logistics Systems (ILOGS) Project Manager (PM) in the absence of the PM.

TRW, Petersburg, VA (September 1998 - January 2000). As an IT Systems Engineer, Ms. King conducted performance evaluation and assurance analysis for Year 2000 (Y2K) compliance of Standard Army Management Information Systems (STAMISs) for complex, large-scale U.S. Army logistics systems. This assignment included monitoring STAMIS test procedures and providing assessment of the overall Y2K certification process; performing risk analysis and renovation design reviews for deficiencies encountered during system/subsystem compliance phases; ensuring end user needs were met and that the century change had minimal impact on operations; planning and conducting independent verification and validation (IV&V) testing through creating operational test scenarios to ensure Minimal Acceptable Operational Performance Requirements (MAOPRs) were achieved in accordance with U.S. Army Y2K testing guidance; analyzing, documenting, and reporting required Y2K deliverables for review by Government auditors; monitoring deployment validation testing at end user operational test sites; and providing support after Y2K implementation.

TRW, Chester, VA (November 1997 - September 1998). Ms. King was the Configuration Manager for SAMS-I/TDA, and was responsible for the identification, control, management, and planning of all project software including SCPs and ICPs. Ms. King’s major assignment was to set up the configuration management environment on the system’s Y2K server. This effort involved the identification and modification of numerous UNIX shell scripts. In addition, she was responsible for customer support, tracking calls and creating status reports through CASPER, a Remedy-based call logging tool. Ms. King troubleshot system and application problems at user sites. Problems ranged from how to do a shutdown to how to configure a Netque printer. She also served as the backup trainer for the SAMS-I/TDA System Administration/Database Administration (SA/DBA) course.

Computer Sciences Corporation, Ft. Lee, VA (June 1997 - November 1997). As a Computer Programmer/Analyst, Ms. King maintained governance over Quality Assurance (QA) for the SAMS-I/TDA system, serving as QA Technician. She was responsible for developing and maintaining project Software Quality Assurance (SQA) Standard Operating Procedures (SOPs) and Software Quality Assurance Plan (SQAP). Ms. King performed SQA activities in accordance with the approved project SQAP. This included participating in the preparation and review of the project’s Software Development Plan and SOPs, reviewing designated deliverables for quality and conformity with customer requirements and established project SOPs prior to delivery to the customer, and auditing process artifacts to ensure development activities were being executed in compliance with established project SOPs and plans. She maintained a repository for project SQA artifacts. Ms. King recorded discrepancies identified while conducting SQA activities, acting to resolve them within the established project reporting chain, i.e., originator, team leader, and PM, verifying resolution, and tracking all open items to closure. She ensured the PM and the customer’s QA Manager were aware of all non-compliance issues identified during project SQA reviews/audits. Ms. King analyzed, summarized, and reported results of project SQA and Software Process Improvement (SPI) activities periodically to the PM and monthly to the Program QA Manager. She interfaced with customer SQA personnel as appropriate.

In addition to being SQA technician for the SAMS-I/TDA project, Ms. King was a member of the project’s Configuration Management team. She telneted from a Windows NT operating system to an HP 712 server to access UNIX and Oracle when logging and tracking CAO calls. She installed her workstation with MS-DOS 6.22, Windows NT 4.0, MS Office 97, MS SourceSafe, and an HP LaserJet 5 network printer; and documented the entire installation process. Also during this time frame, Ms. King completed a training class on HP-UNIX 9.05, Oracle 7, and SAMS-I/TDA.

Computer Sciences Corporation, Ft. Lee, VA (April 1997 - June 1997). As a Computer Programmer Analyst, Ms. King assisted in the Helpdesk/Daily Operations area, installing and troubleshooting clients with WFW 3.1.1 or Windows 95, MS Office, MS Exchange, Helpdesk Expert Automation Tool (HEAT), McAfee, and other DeCA-unique systems using the MS TCP-IP network protocol in a Windows NT environment. She was responsible for quality assurance and wrote troubleshooting guidelines and installation procedures to assist co-workers in providing first-level support. Ms. King analyzed, developed, and implemented system changes; added end users; and performed other administrative duties using HEAT, which utilized an MS-SQL database, and was used for managing and tracking trouble calls within the Defense Commissary Agency (DeCA). Additionally, she utilized the Crystal Report Professional 5.0 to develop reports from the HEAT system.

Computer Sciences Corporation, Ft. Lee, VA (October 1994 - September 1996). As a Computer Specialist, Ms. King was the Technical Lead for DeCA’s CAO. She utilized HEAT to manage and track customer inquiries and problems, and to develop system management reports utilizing Crystal Report Writer. Ms. King troubleshot user problems, which spanned from how to operate application software to processing invoices utilizing DeCA's bill-paying system. In addition, she served as the HEAT System Administrator/Database Administrator and was responsible for setting up user accounts, running housekeeping, performing system backups, and creating system modifications and enhancements. Ms. King also wrote HEAT installation procedures and loaded the software on users' workstations. She trained users on HEAT and periodically demonstrated the software to DeCA's user community.

Computer Sciences Corporation, Prince George, VA (December 1981 - October 1994). As a Senior Technical Writer, Ms. King wrote and edited technical documents in accordance with prescribed guidelines for the U.S. Army Information Systems Software Development Center Lee (USAISSDCL). She performed review and analysis of automated information systems to determine program documentation requirements. Ms. King also independently reviewed documentation standards and established quality assurance programs to review and evaluate documentation, utilizing Total Quality Management (TQM) principles to ensure quality workmanship and conformance with DOA, DOD, and USAISEC standards.
