SUMMARY: Civil Engineer with over forty years of engineering, construction, environmental and safety experience holds a Master’s in Science Management from Troy State University (European Campus). During my professional career, I have gained rich and vast experience in the engineering field paired with a military career, enhancing the growth as a professional engineer, environmental and as a military leader. Have extensive development in organizational structuring, strategic planning, policy development, personnel management, professional training, and Real State Property Assessments. Have held positions as Assistant United State Property and Fiscal Officer for Puerto Rico and the Virgin Islands, Project Engineer, Project Manager, Resident Engineer, Chief Construction and Operations for Puerto Rico and the Virgin Islands, Chief Technical Branch in Germany and Inspector General representative for the USACE. Responsible for the constructions of wastewater treatment plants, ocean and land out falls, hospitals, airports, underground control structure, major toll highways, highrise hotel complex, exclusive residential homes, environmental remediation, Schools and many others.
