Lead for 3 major ID/IQs GWACs in IT market (with Air Force, Army and DISA) as well as supporting major IT programs under GSA Schedules and GWACS. Support existing efforts, new business development, proposal support, financial and cash flow management, OCI issues, risk management, etc. Acted as SME to assist Learning & Development to develop online Contracts Basics course which is part of the Program Management curriculum and Booz Allen’s highest utilized course.

Performed contract administration for multiple DISA contracts, including ENCORE, DEIS II and I-Assure. Assisted the Account Manager in setup and strategic planning for the ENCORE Contract. Provided contractual support and strategic direction for many new business opportunities. Provided contract management for new business with FAA/TSA, Commerce/PTO and NASA.
Program Manager September 2000 to August 2001
As program manager for EDITSS, a large BPA for the U.S. Department of Education (ED), developed strategy to assist ED’s CIO organization to purse its mandate to redesign the technical infrastructure for the entire Department. Organized and developed relationships with a team of vendors in order to target mutual business development opportunities. Developed strategic relationships with the Department’s CIO organization in addition to the various Department Program Offices. These efforts resulted in more than $2.5 million in new contracts.
Business Operations Manager December 1997 to August 2000
For the Department of Defense’s Defense Manpower Data Center contract, managed Business Operations for a 300+ person account which grew from $26 million to more than $40 million annually in less than three years. Engineered and directed the migration from a longstanding contract onto the GSA Schedule. Created a new organizational structure within the Account, and negotiated this new contract with the Government providing seamless coverage during the transition. Created a business organization to provide timely and accurate financial and personnel information to managers on the account located on both the East and West Coasts.
Contracts Manager, Army and Navy Regions March 1988 to November 1997
As a contracts manager, developed the proposal and negotiated the first IT-70 Schedule held by EDS. Managed EDS’ GWAC contracts and developed BPAs with key GSA Regions to be used by strategic customers to simplify their acquisition processes. Managed and negotiated strategic changes for EDS’ largest Government contract ($1 billion in revenue) which provided a wide array of Engineering Services and IT Products, such as PC’s, servers and peripherals. Multiple DoD agencies used the contracts. Developed, managed and negotiated winning proposals for major IT programs with numerous Army, Navy, and NATO customers.

Contract Negotiator
For the Joint Cruise Missiles Project Office, negotiated initial production contracts for Sea and Ground Launched Cruise Missiles for both the Navy and the Air Force. Conducted competitions to provide production Cruise Missiles launchers for the Battleship Reactivation Program, a $200 million competitive procurement. These launchers were strategic in the U.S.’ role during the first Gulf War.
