Pakistan, Sargodha: Deputy Program Manager/Sr. Construction Manager/Finance Manager, (GD)
The contract between the Department of State and Government of Pakistan for the sale of 36 F-16 aircrafts under the DOD’s Foreign Military Sales program (AFCEE). Total project value was $700MM. I wore numerous hats while in country; I was the deputy program manager for the country in which role I provided high level briefings to various government official, was involved in new business development, contract negotiations for various materials and supplies that were required to support our mission. Also oversaw operations of the expat team that were stationed in Sargodha. This included, work schedules, R&R’s, emergency evacuation plans in event of attack, de-mobilization from site, and other HR items.
Also was the Construction Manager for the country.
As the acting business and finance manager I was responsible for all in country expenditures and payroll of local national employees, I also conceived, negotiated, and implemented a Basic Order Agreement for $50mm (BOA) between the PAF and G.D. to be used as an expedited way of procurement of needed materials, supplies and construction projects.
As the construction manager/superintendent for various projects in country Played key role in attaining overall goals for this major, business critical company initiative by setting-up infrastructure (airport, maintenance shops, and hardened aircraft hangers), building living quarters for ex-patriots coming in country to train Nationals on weapons systems, and constructing an auditoriums and communication facility.
