EXPERIENCE

Fabrication Estimating Manager
Position as a BCA Fabrication Estimating Mgr., managing a staff of 18 estimators. We are responsible for Auburn Manufacturing Business Unit (MBU) estimators, tool estimators and BCA Program estimating and non-recurring forecast updates. BCA Fabrication is responsible for developmental manufacturing (plan do check) before offloading manufacturing process to qualified suppliers. BCA Fabrication is also responsible for emergent manufacturing to ensure programs stay on schedule and to help at risk suppliers for all commercial programs – 737, 737MAX, 747, 777, 787 and 777X. Responsible for reviewing, approving, advice, and mentoring to Fabrication Estimators and Business teams, along with commercial programs (listed above) business and technical team in order to enable these programs and divisions transparency and accountability of estimates and forecasts.
Primary responsibilities are to:
Advise and drive the development and implementation of Data Driven estimating methodology across the Fabrication division and staff development. Providing guidance and program management understanding of data driven methodology vs. grass roots/bottoms up detail estimates.
Advise and mentor the Fabrication business teams (financial planning and cost management) in how to build and effectively use repeatable methods for tracking actuals (performance) vs. estimates/budgets.
Mentor and train the Fabrication business and technical teams on how to document and monitor cost reduction initiatives to ensure cost savings and avoidances can be recognized through financial reporting.
Serve as the mgmt. lead for the 777X new business proposal and leading the 787 and 747 cost reduction initiatives. The new business proposal is implementing a cost volume data driven methodology and also implementing division/team cost targets. Guiding the 3 proposal/cost reductions efforts as we develop a repeatable process using an Opportunities and Risk systematic standard tool to keep savings/targets/risks under configuration control.

Supervise and coach Business Operations and Material Cost Management analysts supporting Presidential Airplane programs for Wichita, Seattle and Oklahoma City.
Coordinate with all programs and functions to increase awareness of the Earned Value Management Review for Cause Corrective Action Plan. Work with business and technical teams to gather, analyze, summarize, and prepare recommendations regarding corrective actions aligned to financial plans, trended future requirements, government requirements, and operating forecasts.
Lead the GTES Cost Reduction Initiative efforts, familiarizing our programs with the Initiative Data Base (standard tool) and how to use the existing entries as potential replication opportunities.

January 2012 Boeing announced the planned closure of the Wichita site and move the efforts to Oklahoma City and San Antonio. At that point my management position was eliminated and I was asked to replace the Site Core Finance Senior Manager in an acting roll to manage core business functions (Financial Planning, Business Operations, EVM Compliance and Accounting) along with support the on-going site closure planning.

Site had received Corrective Audit Report on major proposal, Core Boeing Defense Estimating Group had also conducted an internal audit and found several shortcomings in proposal auditability and lacking in Data Driven Estimating Methodology. Improved the Site Estimating Maturity Assessment score 39% and received recognition from the Army in the development of Cost Estimating Relationships (CERs).
Managed the implementation of standard Basis of Estimating Tool (CPES),
Led the development of a set of standard estimating processes including - Independent Cost Estimates, production cost models, risk assessments, compliance and employee development training.
Oversee the Cost Volume development for several large proposals ($1B) and majority of Engineering Change Proposals using Data Driven strategy, proposals were for submission to the Government customer.

IDS CORE ESTIMATING DATA & INFORMATION SERVICES (EDIS) MANAGER
Managed estimating data base analysts across Seattle, Huntington Beach, Huntsville, and Houston as leading the implementing the Boeing Best Practice EDIS collecting auditable cost and non-cost data in a common consistent manner. The EDIS data base is a mult-relational database with 40+ years of Program/Contract cost and relatable non-cost data.
EDIS Databases were developed for 10 major defense programs. The teams also used the cost and non-cost data to develop statistically validated Cost Estimating Relationships (CERs) for the basis for future estimating methods and check fixtures validating the estimates and/or program EAC.
Working closely with Boeing Computing Systems division to explore options for moving the EDIS mainframe database to a web based tool. The web based tool was developed along with the data base analyst training and also training for the end users (program estimators). The mainframe data base is the one successful best practice internal tool moved to the web and has stood the test of time (mainframe database began in 1982 and web based database is still the tool of choice).
