03/2008-PRESENT– Security Specialist-Office of Naval Intelligence (ONI) - Suitland, MD 0086 (GS-09)

Serve as a Security Specialist providing support in information, personnel, physical, technical, access control, and general security administration. I coordinate detailed investigations into security incidents involving people, information, operations, equipment, and facilities. Participate in inspections to ensure documents contain proper security classification.

Provide technical guidance on the implementation of physical, technical, and procedural security standards and policies for Sensitive Compartmented Information Facilities (SCIFs). I conduct on-site security assessment visits (SAV) for compliance with applicable security standards, regulations and operating procedures, and ensure DoD equities are being met. I also conduct on-site physical and technical surveys, assessments, and inquires.

Maintain a close working relationship with the Intelligence Related Coordination Contracting Office (IRCCO) and the Contracting Officer Representatives (CORs)

while assisting in the execution of the Navy SCI Contracts Management Program. Provide validation, guidance, procedures, and training throughout the Command/SSO Navy SCI elements regarding security requirements and procedures for contracting and procurement, completion of the DD-254, awarding of contracts, and development of co-utilization agreements (CUA) and memorandum of understanding (MOU) to support contract and special access program requirements.

Execute the files management and destruction schedule for archived materials and appropriately handle and protect classified information to promote security awareness.

Implement policies, procedures, standards, training, and methods for identifying and protecting SCI information, personnel, property, facilities, operations, or material against compromising emanations, inadvertent observation or overhearing, unauthorized disclosure, forced entry, and the detection of surreptitious and covert entry.

Created a survey, to evaluate customer satisfaction, and adjusted program accordingly.

Created four SOP’s to provide guidance, encourage regular evaluation of work activity, and continuous improvement of office procedures.

Conduct personnel security administrative duties to include analyzing case files comprised of personnel security questionnaires and investigative reports which may include Prescreen Interviews (PSI’s), psychiatric and other medical records of treatment or evaluations; sworn statements; police and court records; results of interviews; credit, tax, and other financial records; personnel and other business records; and classified counter-intelligence documents in order to determine appropriate course of action to reach a determination as to whether it is clearly consistent with the national interest to grant the applicant a security clearance.

Conduct briefings and debriefings for newly assigned and departing personnel and record personnel information into the Joint Personnel Adjudication System (JPAS). I provide support in the execution of Preliminary Inquiry Reports of security violations, E-Qip and JPAS database management, message traffic handling, and process incoming and outgoing adjudication requests and completed actions.

02/07-02/08– Security Assistant– ManTech Security & Mission Assurance (SMA)- Chantilly, VA

Provided DOD security clearance adjudication support to The Washington Headquarter Service’s (WHS) Human Resources Division. Analyzed problems to identify significant factors, gathered pertinent data, and recognized solutions such as maintain cases requiring special handing (e.g. White House, limited access, close holds, supplemental) and responsible for all tracers. Maintained suspense files of Letters of Intent to deny or revoke a security clearance on cases pending due process. Ordered, managed, stored and maintained all investigative material and criminal files identified in the Defense Clearance and Investigations Index (DCII) pending case adjudication and establish appropriate categorization. I updated the Clearance Adjudicative Tracking System (CATS) and JPAS to identify the current status and location of cases within the organization.
