Job Description
Special Aspect/Major Challenge :
-To create a conducive working environment and maintain high performance by managing changes, continuous improvement activities and addressing all **grievances.
-Be able to interact with customers, stockiest and sales executives to resolve abnormal situation so as to achieve good customer satisfaction, provide alternative solutions whenever potential delivery shortage is expected.
-Zero delay or non-delivery due to ineffective road tanker scheduling as this will effect customer stock.
Qualification/Experience :
-20 years’ experience in PDB Bulk, LPG or Aviation Operations.
15 years in Administration and Health Safety & Environment in Oil and Gas industry.

Business Dimension
Major Tasks
1)DEPOT STAFF MANNING, DEVELOPMENT AND WELFARE
-Plan and monitor operation which include maintenance, stock management and delivery documentations to ensure operations goes smoothly and efficiently in supporting the sales target.
-Train, guide and coach the operators in carrying out their duties to ensure compliance to Operational and Maintenance Manual procedures and HSE rules and regulations to ensure safe and efficient operation.
-Counsel and implement #corrective measures# for poor performers or delinquents and report to Superintendent if the problem persists.
-Plan and prepare quarterly, monthly and weekly job schedule for operators taking into consideration staff leave planning, absenteeism and coming late to work to ensure effectiveness of depot operations.
2)STOCK PROVISIONING AND CONTROL
-Monitor daily and monthly stock take against issued quantity by verifying the documentation against SAP figures. Compare actual output against forecasted output to identify potential product shortage, highlight and recommend action plans to superior in mitigating this issue. Verify monthly stock reconciliation report, investigate and justify product losses.
3)MAINTENANCE
-Monitor the execution of preventive maintenance to ensure it is carried out as per scheduled and plan for corrective maintenance based on priority to ensure plant availability and reliability.
-Verify purchases of parts and recommend Invitation to Quote (ITQ) in accordance to the established LOA and procurement procedures.
-Monitor the accuracy of filling machines to minimize over / under filling and conduct random inspection on leak tester machine and review records on leak rejection rate. Analyse equipment condition and seek technical advice for rectification work.
-Monitor cylinder maintenance activities to ensure sufficient clean and leak free cylinders available for operations.
4)PRODUCT DELIVERY OPERATIONS (ROAD TANKER/CARGO LORRY)
-Monitor daily bulk deliveries to ensure compliance to customer requirements and optimize transport cost by performing proper assignment of road tankers to customer locations. Coordinate and resolve ad-hoc requests by customers to ensure timely product delivery this enhancing customer satisfaction.
-Verify and file invoices and payment documentations accordingly for traceability purposes and proper reporting of customer account.
-Liaise with stockiest on the upliftment schedule to ensure timely updating of orders.
5)OFFICE ADMINISTRATION
-Review monthly performance report prior to submission to Superintendent. Monitor and plan for the purchase of non-plant items to ensure timely delivery to depot.
6)QUALITY AND SAFETY INITIATIVES
-Lead in the implementation of ISO 9000 and management initiatives quality Control Circle, 5S, ESS and etc. to ensure smooth implementation of the activities / initiatives and projects are completed on time.
-Implement and maintain safe working culture among staff and contractors as per HSE guidelines and highlight safety issues to superior for further action.

7)ADMINISTRATION & HOUSEKEEPING
-Prepare first cut Annual Plan and Budget for Superintendents review and after approval, monitor spending to ensure it does not exceed the approved budget.
-Consolidate and analyse information in preparing operations performance and other exceptional reports for Superintendents review.

JOB ACCOUNTABILITY
1.Audits/Inspections
Coordinate and implement HSE Tier 1 audit/assurance through preparation of audit plan and tracking of audit findings and gaps closure to ensure all gaps are attended and close and operation & maintenance activities are conducted in accordance with legal and other statutory requirements, standards and industry best practices.
2.Permit To Work
Verify the implementation of Permit To Work (PTW) system through audits, review and consolidate feedback/comments to ensure all operation & maintenance activities are conducted in compliance to legal or statutory requirements, company’s Business Operating System.
3.Incident Investigation
Participate in incident investigations through consolidation and analyses unsafe act/unsafe conditions, near misses, dangerous occurrences, occupational diseases or poisoning in the work place and prepare reports and propose recommendations in order to close the case and document the lesson learnt.
4.Emergency Response Preparedness And Conduct
Plan and coordinate the implementation of Emergency Response Exercise at RGT by organizing emergency response exercises, reviewing and maintaining emergency response resources (e.g. fire-fighting equipment, first aid equipment, documentation, visuals) in ensuring staff awareness and readiness for emergencies and availability of emergency facilities at all times.

Prepare Occupational, Health and Environment performance reports for (e.g. Incident statistics, health exposure, medical surveillance and safety observations) for reporting to GTR Health, Safety and Environment Steering Committee (HSESC) through communication with relevant parties and consolidation of data to ensure HSE performance are well tracked and reported.

Plan, implement and coordinate relevant HSE trainings by close monitoring of HSE Plan and communication with relevant parties in order to continuously improve HSE skills and knowledge for personnel and contractors.

Plan, monitor and supervise maintenance of safety equipment by scheduling regular inspection/ maintenance/audit/inventory of firefighting equipment, SCBA and portable gas detectors to ensure equipment are readily available and in safe working condition to comply with all HSE Work Procedures/Instruction and legislative requirements related to HSE i.e. MSDS, eBOS.

Maintain all HSE correspondence and records (e.g. OSH performances, minute of meetings, health exposure record, audits/inspections) through good filing and tracking system to ensure all dates are readily available and in line with statutory and e-BOS requirements.

Prepare and execute HSE awareness programs through briefing and communication to staff and contractors in order to promote safety and healthy work culture and lifestyles at RGT.
