Director of Construction Field Operations

Duties consist of Program Manager for numerous Federal Programs including the Huntsville AL. USACE CDC MATOC $147 million program. Program Manager for the (8a) 250 million Mobile USACE Construction MATOC, Huntsville AL. USACE FRR MATOC as well as the Huntsville AL USACE FRP MATOC. Review of all RFP submittals, managing the office staff, field supervision, and QCS Program. Presentation to the owners on all proposals and overseeing estimating dept. Review of all Sole Source, SDVOSB, 8a and small business proposals and technical reviews as well as other JV proposals. Working with the client and end user to ensure that the design and construction team produce a quality product built with safety, quality and schedule in mind. Review of all estimates, risk analysis, budget and project schedule. POC with Design teams for all RFP submittals. In charge of all field staff. Red team review and ITR review lead on all awarded contracts. Main POC with the client on all issues including having negotiation authority. Present clients are the NPS, USACE, NAVFAC, VA and AFCEE contracting services.

Projects managed that are unique and relevant to this program are as follows:

Dugway Proving Grounds for Biological and Chemical Weapons Electrical Upgrades . The SOW involved installing 4 diesel Caterpillar driven generators to furnish standby power for the entire facility. A facility specific system to automatically transfer power in cases of a power failure was developed and installed. Due to the nature of the chemicals being tested and training special attention was given to all fail safes to avert a potential chemical release in case of a power outage. Automatic transfer stations, fuel reservoirs, monitoring equipment and a control room building were also installed the prior system, a World War II submarine engine was removed and disposed of.

Design Build of HVAC and Electrical equipment upgrades for the SPRNET Room in Vicksburg Ms. the size of the SPRNET Room was doubled in size for US MILCON. The facilities Mechanical system was upgraded to manage the controlled temperature requirement for the servers.

All work was required to be performed without interruption for the MILCON operations. Raised flooring and security walls and doors with STC 50 ratings were installed. In addition the design and installation of a conference room within the SPRNET room doubled and an upgrade to the standby generator was designed and installed. All activities were executed with zero interruption of the facilities mission.

Design Build of the largest USACE Solar Project at The Marines Company F Anti-Terrorism Battalion located at Lafayette La..The project is supported by the Marine Forces Reserve Energy Program (MARFORRES). The mission is to reduce the energy consumption by 15% at Marine installations. The Lafayette facility project has reduced the energy requirements to a 100% savings on sunny days and a monthly savings exceeding $2,000.00The installation of solar panels on the roof and grounds of the facility were installed at the reserve center. A structural analysis of the roof was conducted and roof panels removed and replaced to insure that all load requirements were met prior to the panel installation. All load criteria for the type of building frame and the geographical area was examined plus the characteristics of the solar panels was conducted. Once revisions were made a plan to avoid and minimize weather (rain intrusion) and temperature to the buildings envelope was developed. Careful planning was needed due to the building being occupied during the execution of the work.

VA Hospital Window replacement located at the Tuscaloosa Al. Campus. The SOW for this project was to remove and replace windows (over 200) in the operational hospital. Planning to avoid disruption of patients was crucial on this project. Additionally, testing of the building envelope at the window opening locations was conducted to evaluate the possibility of lead or asbestos in the substrates and exterior wall construction. The test results indicated lead paint was present in some locations and an abatement/ encapsulation plan was developed and presented to the VA for concurrence. All work was performed without disruption and hazards to patients and the facility.

VA Hospital Elevator Upgrades at the Tuscaloosa Al. Campus. The SOW included interior upgrades to the elevators in the main building of the hospital. Careful planning and schedule were critical to avoid interruption of patient care and safety. The sequence of work was conducted with input from the hospital to avoid interruption to the daily operations. HOAR CONSTRUCTION, LLC Birmingham, AL

Project Superintendent/Project Director/Construction Consultant Project Superintendent: Jobs of fifty million dollars and higher in retail and commercial construction. Duties consist of supervising subcontractors, direct employees, self-performed work, office staff, owner relations and vendors. Conduct all project meetings with city and government officials. Lead all OAC meetings with the owner, architect, engineers, and project team. Project Consultant: Industrial projects working with plant and project engineers on design build projects.

Project Director: Commercial projects. Duties consist of supervising subcontractors and working with owner representatives.

Project Consultant: Industrial clients working on capital projects. Duties consist of working with engineers to develop schedules, design, budgets, contractor awards, contract negotiations, safety/quality, job status reports and equipment procurement. Conduct all meetings with owner, contractors, and engineers.

2 projects received Excellence in Construction awards from the ABC board and Southeastern Construction Magazine.

Projects included:

National Cement - Ragland, AL - Preconstruction, projected at $375 mil. Project SOW consist of installing systems to a 24 hr. operational facility. Detailed planning was required to avoid disruption of the facilities operation.

National Cement - Lebec, CA - $43 mil.Tire derived fuel and Additives project Project Consultant for the owner, negotiating of all contracts management, of all construction activities, engineering support and budget analysis and accountability. Award Winner: The Hill Center - Nashville, TN - $76 mil. The projects SOW included blasting of rock, and constructing a 4 level parking deck, restaurants, mixed use and multi-story mixed use buildings. In addition to the installation of a pre tensioned bridge and reconfiguring of 2 streets. The building envelope and for infrastructure this project were complex and disruption to existing facilities operations were required to be unaffected Award Winner: Kentucky Wesleyan College –Science Building, Owensboro, KY-$7mil. Construction of a Science building on campus that’s architectural features matched the existing buildings built in the 1940-1960 era. The building was 2 story with elevators, rotunda, labs, offices and classrooms, the mechanical system was supported by boilers located in the attic space with the attic serving as the return air plenum. Fume hoods were utilized in the labs and the system utilized stainless steel piping, acid waste piping, med gas acid resistant flooring and elaborate o2 measuring system. The building envelope was constructed of a ridged frame, metal studs, vapor barrier and brick veneer.
