• Establishes, identifies, and ensures systems and standards that promote patient’s safety and safe practices for delivering patient care.

• Reviews department performance in relation to established goals, implements change to effect continual improvement in services provided, and ensures compliance with all internal and external standards as well as regulatory and legal requirements.

• Responsible for overall quality provided by established services and for following the highest standards.

• Develops quality improvement program and competency assessment initiatives.

• Reviews departmental operation for effectiveness with the use of computer printouts for labor distribution, revenue versus disbursements, productivity analysis and by departmental and administrative conferences.

• Directs, assists, and resolves problems encountered by division supervisors in the development of objectives, physical facility, equipment and supply needs, personnel, organizational structure, work distribution and operational processes.

• Responsible for preparation of the annual budget, after evaluating trends and consulting with division supervisors, radiologist and the medical staff; and for overall department material needs, mechanical contractors, personnel, merit evaluation, new or modified equipment, and revenue increases as recommended to the administrative staff.

• Asset Management and ensure that equipment, services, and products meet current needs and are ready for use

• Oversee the business side of radiology, including but not limited to: budgeting, revenue projection, billing, and compliance

• Recommends cost-saving methods and supply changes to affect the economy of department operations.

• Interpret, distribute and prepare statistical data regarding department operations

• Promotions within the department

• Oversees the purchase of new technology

• Responsible for planning the department's future growth

• Creates an operational plan each year and provides reports on the department's progress

• Project Management

• Develops cost-effective programs to ensure budget is met.

• Coordinates departmental purchases and is responsible for stock level, storage and utilization.

• Takes remedial action to resolve or improve deficient operational conditions or problems, changes in work pattern, personnel and patients; discusses with chairman of Radiology Services problems initiated by the medical staff for corrective action; provides assistance in the recruitment of personnel and their selection and appointment; reviews and recommends merit increases, promotions, demotions, hiring and firing and reprimand practices.

• Conducts frequent inspection and observation of Radiology Services facilities and operations to determine the effectiveness of operations and to ensure compliance with rules and regulations, policies, and procedures.

• Meets and consults with the Chairman of Radiology Services concerning policies, procedures, patient care standards, facility utilization, operational matters and audits, and selection and termination of key technical personnel; assists in resolving related problems.

• Represents the department in daily, weekly, and monthly conferences and may represent the department chairman in other medical aspects, upon request.

• Meets and confers with other services concerning issues affecting Radiology Services.

• Works with Medical Staff, Nursing, and other healthcare professionals to resolve problems.

• Recommends action to administration regarding equipment modifications, new equipment and essential construction within the department, assists in the planning for all new facilities, and recommends facilities, equipment and personnel needs.

• Recommends short, intermediate and long term goals and objectives for departmental planning.

• Ensures adequate mechanical engineers available to service all diagnostic equipment, either through internal engineering services or contractual services, surveys preventive maintenance schedules and reports to ensure compliance with the Healthcare Facilities Accreditation Program (HFAP).

• Responsible for working with the Radiation Safety Officer to ensure the radiologic safety of the hospital to include recommending programming, monitoring, and location of warning or identifying devices in carrying out recommendations of the radioisotope committee.

• Communicates on a regular basis with all customers to ensure service expectations are met.

• Accountable for the performance improvement.

PACS Administrator

• Adding/changing/deleting users on PACS, including adding new users to PACS database, putting new users into appropriate user groups, granting appropriate SYNAPSE database privileges, changing user profiles, deleting users; and maintaining appropriate documentation for all PACS users’ management functions.

• Reset network passwords when required, request new network user setup from information systems.

• Name resolution, including IP address management.

• Network trouble-shooting and problem-solving, including factors related to network connections, and data transfer performance.

• Developing and implementing Quality Control program to assure effective functioning and maintenance of PACS system, consistent with QC procedures throughout the organization.

• Participating in and developing information for the organization's performance indicators/quality assurance programs, including providing information to Radiology Management, Information Systems, and others as required.

• Monitoring unmatched studies

• Correcting studies using drag-drop operations, when images are in the wrong study, when study belongs in the wrong patient; when patient merge, study re- allocation, or image re-allocation is required.

• Correcting study when patient information is wrong; and for creating new patients, changing patient information.

• Providing user training, including planning and coordinating training

(personnel, site, equipment, materials). Providing refresher training for all users as needed.

• Notifying and coordinating installations with vendor personnel and information systems when adding new devices (purchased workstations, severs, archives, etc. supplied by vendor), moving or removing vendor supplied hardware, adding new purchased workstation licenses, database license, DICOM license, RIS interface license, etc.

• Planning and coordinating software upgrades with vendor personnel and information systems.

• Analyzing and notifying vendor personnel when hardware problems associated with vendor supplied hardware require vendor personnel involvement and resolution.

• Analyzing and working with vendor personnel to resolve PACS software problems, e.g., images cannot be sent or viewed.

• Analyzing and working with vendor personnel to resolve software communication problems, including modality communication problems, RIS communication problems, etc.

• Developing and implementing policies and procedures, in cooperation with Information Systems, to assure that system monitoring and effective backup procedures are followed.

• Develop, implement and maintain department procedure for downtime on different components of the PACs system to maintain department operations during the period the equipment is not operational.

• Developing and maintaining materials and records (attendance, etc.) for user training.

• Developing and providing regular management reports to Radiology Administration and Information Systems.

• Supervises Assistant PACS Administrator and other personnel, conducts performance evaluations and reviews and approves payroll system.

• Participates in management of Imaging Department be developing and achieving goals, assisting in budget preparation and maintenance, ordering supplies and maintaining all department-specific and hospital policies and procedures.

• Department was doing 120,000 procedures per-year.
