The configuration of the mixers within WGS is system specific and is currently being maintained by the Pricing IT. The mixer backend is legacy based build on older technology of tableBASEs. American express will need to report all Card Not Present transactions for tax year 2014. This data will be transferred to Convey in the monthly FINDET file and used to compile the Merchant’s annual 1099K.

Merchant contact centre, Graphical user interface, popularly known as MCCGUI, is an American express proprietary intranet based GUI application to service the international Merchants effectively.

This intranet based GUI application provides a front-end web presentation to existing legacy system (i.e. Genesis, Regional Settlement system, Auto-fraud suspense monitor system etc.). The application enables quick access to data from multiple mainframe systems which helps in servicing Merchants in a more efficient manner, while reducing the Merchant processing cost by enabling first contact resolution.

Description : 1099K Federal Backup withholding

Project 1) 1099K Fast Follower Phase II - A recent change in U.S. federal income tax law (made under the Housing and Economic Recovery Act of 2008) and the implementing tax regulation (6050W Regulation), which took effect in 2011, requires a “payment settlement entity” to report gross amounts of payment card transactions to the IRS and Payee Service Establishments (SEs). These payments are to be reported on Federal Form 1099-K.

Project 2) 1099K B-Notices - American express should send the B-Notice letters to required merchants within the IRS time period. Upon receipt of B-Notices from IRS, the merchant acquirer must identify each merchant’s account and compare the information shown on the B-Notice file. The acquirer must send a first B-Notice letter to each required merchant within 15 business days of the date of the B-Notice (or the date it was received, whichever is later) using the language provided by the IRS. The B-Notice and appropriate form (W-8/W-9) with instructions must be mailed via first class mail to the merchant’s last known address.

If the merchant furnishes a new Form W-8/W-9 to the acquirer within 30 business days, no withholding is required even if the Legal name/TIN combination provided on the new Form W-9 is the same TIN originally reported on the Form 1099-K. If the merchant does not furnish a new Form W-9 to the acquirer within 30 business days, the acquirer must impose withholding for all future payments. Currently the B-Notice withholding rate is 28% and subject to change with IRS notification in future. If the merchant provides a new W-9 form outside of the 30-day window, the acquirer must stop withholding within 30 calendar days of receipt. However, withheld due to B-Notices cannot be returned to the merchants.
