Accountable for budgets at the Embassies I served at. In Tunis, Tunisia, I was responsible for an approximate 12.2 million dollar budget when assigned, Ouagadougou had a 8.1 million dollar budget and Islamabad had a 121 million dollar budget. Islamabad is undergoing a fortification to the Embassy. I was responsible for 80% of this, which was for Facility Maintenance and repairs. I coordinated, wrote Scopes of Work, reviewed estimates, prepared and reviewed solicitations prior to posting them locally and in FEDBIZOPs, and was frequently the lead on Technical Evaluation Panels.

Supervised and served as the on-sight expert in Tunis for upgrades to FEBR windows and doors, a 1.2 million project. I wrote the installation Scope of Work for this, the Solicitation, was reviewed in Washington, DC using prior, standard and local specific contract. information, had it reviewed in Washington, D.C., and obtained funding under 7902 fund sight after approval. I reviewed proposals after receipt. I coordinated and scheduled on-site contractor presentations to review the general and specific terms and conditions of the solicitation and provided Embassy input for award as it was over my Contracting Officer award threshold. This was my largest contract at this Embassy and one of the largest contracts completed during my tenure at this Embassy.

Responsible for the completion of the upgrading of the Delta barriers in Ouagadougou, Burkina Faso, a $800,000 construction contract. This entailed writing, and reviewing a standard Scope of Work, revising it to the Embassy requirements for quantity, period of performance, and local construction. I was accountable for all aspects of this contract from cradle to grave. I was the Contracting Officer on this project and it had a very short period to be completed as I was departing post soon. It was completed perfectly with three days to spare. This contract was funded from Washington, D.C. and awarded at post.

Based on the needs and requirements I used IDIQ, FFP, FFP with level of effort term contracts, Cost reimbursement type contracts, Time and Material, Labor Hours, and Letter Contracts. I also established and used BPAs for painting, PM around the Embassy for proper completion of work, proper management and completion within time considerations

Maintained a close, professional relationship with contracting staff, holding the staff to a very high level of competency and accountability

Served as the Post Occupational Health and Safety Officer at all the posts I have served
