Roles included technical point of contact (TPOC) for facility maintenance contractors, logis cs to facility interface engineer, structure/roof system engineer/inspector, permanent a endee to the Configura on Control Board for all KSC facili es and infrastructure systems, and general “go to guy” for short term (and usually high visibility) projects. My success in this role led to a direct support expansion which is s ll in effect a韙 er 7 years.

Result : As a facili es manager, and later as the facili es management project manager, I cultured long term rela onships with the NASA client, resul ng in 1) expanding of the support from myself to 3 full me persons, 2) reten on of several of my project team members while they were under my guidance and mentoring, and 3) my selec on to serve on the Ins tu onal Services Contract (ISC) Office of the Chief Engineer. Facility Maintenance Management : Managed 5 years of mul discipline facility system management support

(high voltage, low voltage, HVAC, fire protec on, electronic security, water/wastewater, roof/structure, UPS, cranes/hoists/li韙 s as well as specialized gaseous and liquid commodi es). Project included short term work order/long term project iden fica on and tracking and closure, and direct shop and engineer repair and maintenance support. Over 2,400 new facility assets were added to the Computerized Maintenance Management System ( Maximo ), approximately 250 facility maintenance job plans developed, and 900 preven ve maintenance

(PM) items generated. Support also included con nual design review support, drawing red lines/revisions, and facility maintenance and management training.

Result : Selected for two consecu ve Small Business of the Year awards for the NASA’s Kennedy Space Center in 2002 and 2005.

Facility Condition Assessments: Managed 5 year facility inspec on project for over 1,100 facili es and over 10,000 assets. Work covered repair work order and long term project genera on, facility system and asset condi on, maintenance program assessment, indoor air quality reviews and asbestos abatement inspec ons. Monthly inspec on submi als included detailed condi on reports, damage photographs, and spreadsheets of both physical damage and maintenance program deficiencies. The spreadsheets were loaded into Maximo for work order and project genera on.

Result : On me and on budget assessment report submission for all KSC and Cape Canaveral Air Force Sta on

(CCAFS) facili es. Approximately 1,200 deficiencies iden fied, and over 6,000 maintenance changes implemented. This effort was another contribu on to the two consecu ve Small Business of the Year awards for the NASA’s Kennedy Space Center in 2002 and 2005.

Deferred Maintenance Assessments (DMA): Managed the Kennedy Space Center (KSC) facility management project to provide high level facility repair and maintenance shor all es mates; es mates were then used to capture direct Congressional funding. All 900 KSC facili es and infrastructure systems (from shu le launch pads to parking lots) were assessed. Also par cipated in DMA inspec ons for all facili es at Goddard Space Flight Center, Langley Research Center, Johnson Space Center and Glenn Research Center. Result : Successfully managed efforts at Kennedy Space Center, resul ng in 3 consecu ve years as the selected assessment contractor. Final deliverable:

h ps://www.hq.nasa.gov/office/codej/codejx/Assets/Docs/FY05FacCondi onAssessDMreport.pdf Modied Accelerated Cost Recovery System (MACRS): Inspected over 1,000,000 sf of retail/commercial property across three states. MACRS u lizes engineering assessments and asset breakdown to increase a client’s deprecia on recovery schedule. My inspec ons included three retail shopping centers (including anchor stores and retail space) and 5 commercial buildings.

Result : Project documenta on and submi als delivered on me and within budget, resul ng in repeat business for each engagement.

Damage and Recovery Team (DART) Lead: Managed the DART team through 3 years of readiness for hurricanes, wildfires and other poten al catastrophic events to all 1,500 NASA, USAF and Navy facili es throughout the Space Center. Project included development of new training material for all facility stakeholders, preemp ve materials staging and logis cs prepara on, and establishing adequate communica on protocols for 20 teams of 2 man engineers and inspectors. I set up teams with pre staged trunk radios, inspec on sheets, cameras and report criteria to establish clear guidance to the Center of damage and habitability. Project also included teaming with IT to develop an Access database to track all damage, develop repair es mates, and track project/budget progress.

Result : Ac vated team twice (Hurricanes Frances and Jeanne). For each event, inspected all 1,500 facilities within 2 days for damage, personnel hazards, and habitability. Generated rough order of magnitude (ROM) es mates within 1 week for all damage, and within 2 months developed long range repair projects and budget requests. My project management of this effort was another significant contributor to our Small Business of the Year award for KSC.

Ground Systems Development & Operations (GSDO) Logistics Supportability Analysis for KSC Facilities: Spearheaded project to determine future NASA mission support requirements for facility and infrastructure systems, and then demonstrate our readiness to support all mission requirements NASA’s next genera on of Ground Support. Leading several teams of 6 engineers each, we iden fied all facility related assets, labeled with Maximo derived bar codes, and developed job plans and preven ve maintenance ac on items for each asset. Result : Completed the en re maintenance program update on me and within budget. Added an es mated 13,000 asset and 4,000 PM ac ons.

St John County Transfer Station Retaining Wall Failure Assessment: Inves gated the failure of a transfer sta on retaining wall, including previous design evalua on, corrosion assessment and rebar depth determina ons. Result : Iden fied failure points and developed a correc ve plan, which was accepted and executed by the client.
