September 2015 to Present – Workforce Development & Network Adequacy/Program Monitor (40 hrs/wk), State of Louisiana Department of Health, Office of Behavioral Health, 628 4th St, Baton Rouge, LA, 70802 Responsibilities: Monitor/report on provider networks contracted with managed care entities; prepare regular/ad-hoc statistical and informational reports; document, process and analyze deliverable and performance outcomes for contracts and provider networks; and, monitor managed care entities’ compliance related to provider network access and sufficiency requirements using applicable Federal/State laws and LDH/OBH/Medicaid applicable policies/guidelines for populations receiving specialized behavioral health services via detailed desk reviews/site visits as required. This position is domiciled in Shreveport, LA. Additionally, assigned to work as Mental Health Disaster Responder to provide assistance/support to and coordinate with members of the Federal Emergency Management Agency in Disaster Recovery Centers set up in various parishes throughout northwest Louisiana in aftermath of severe flooding as a member of State’s mental health disaster response team (March/April 2016). Assessed/evaluated the physical, emotional and social service needs of evacuees and provided case management as required for those housed in an American Red Cross shelter (August 2016). September 2011 to September 2015 - Workforce Development/Program Monitor (40 hrs/wk), State of Louisiana, Department of Health & Hospitals, Office of Behavioral Health, Workforce Development, 628 4th St, Baton Rouge, LA, 70802 Responsibilities: Initially certified and annually recertified 800+ individual and organizational providers (geographically located north and west of Baton Rouge) who offered behavioral health and substance abuse services to eligible populations; provided training and on-going technical assistance to same providers with in-depth knowledge of the Louisiana Behavioral Health Partnership (LBHP) service definitions, provider requirements and eligible populations; and, continuously collaborated with Magellan Behavioral Health administration/staff who served as the statewide management organization on contract with the Office of Behavioral Health. This position is domiciled in Shreveport, LA.

February 2010 to August 2011 - Network Services/Medicaid Program Monitor (40 hrs/wk), State of Louisiana, Department of Health

& Hospitals, Medicaid Behavioral Health, 628 4th St, Baton Rouge, LA, 70802 Responsibilities: Certified/enrolled new providers and recertified 80+ existing mental health rehabilitation (MHR) organizational providers (geographically located north and west of Baton Rouge) by ensuring compliance with applicable Federal/State regulations and program policies/procedures/requirements necessary to provide Medicaid reimbursed mental health services to eligible populations; reviewed data to ensure sufficiency of the network statewide; provided support functions for network of 80+ public/private enrolled MHR provider organizations to ensure clinically appropriate service access to youth with serious emotional/behavioral disorders and adults with chronic mental illnesses; developed and delivered program-related training and technical assistance on administrative and clinical topics to MHR provider staff; provided clinical expertise in the diagnosis/treatment of mental illness and behavioral disorders by licensed mental health professionals; researched, gathered and analyzed program data; conducted internal quality management audits; and, participated in various programmatic workgroups. October 2003 to February 2010 - Mental Health Specialist I (40 hrs/wk), State of Louisiana, Department of Health & Hospitals, Office of Mental Health, 210 State St., Cottage 3 (no longer used by State of LA, OMH), New Orleans, LA, 70118 Responsibilities: Conducted activities to certify/enroll new MHR providers and recertify 60+ existing MHR providers (geographically located north and west of Baton Rouge) to determine/ensure program compliance with DHH/Medicaid policies and procedures; provided support functions for same 60+ providers to ensure recipients had access to clinically appropriate services in rural/urban areas; developed/provided program related training; and, offered technical assistance to MHR provider staff throughout the state. Additionally, Tuesday/Thursday nights & Saturdays (8-16 hrs/wk outside of regular job responsibilities) between September 2005 to September 2006 as Mental Health Disaster Responder, volunteered as part of the Louisiana State University at Shreveport Mental Health Disaster Team in Shreveport, LA. Served as initial responder and core member of a disaster response team comprised of local professionals in the aftermath of Hurricanes Katrina and Rita offering expertise in the assessment of physical, emotional and social needs of hurricane evacuees housed in Shreveport area involving exposure to individuals with PTSD; worked closely with other volunteers, local churches, non-profit organizations and state/local government agencies to assist evacuees in returning to New Orleans or complete relocation to northwest Louisiana; and, extensively involved in evacuee advocacy with Federal Employee Management Agency workers. Following completion of disaster work, participated in “The Spirit of Recovery: All-Hazards Behavioral Health Preparedness and Response: Building on the Lessons of Hurricanes Katrina, Rita, and Wilma” summit meeting held in New Orleans, May 22-24, 2006.
