Job Description:
Cebu Energy Development Corporation (CEDC) is a 246MW Clean Coal-Fired Power Plant located in Toledo City, Cebu. It is a partnership composed of Global Business Power Corporation, Aboitiz Power Corporation, Vivant Energy Corporation, and Formosa Heavy Industries Corporation (FHIC), with FHIC as the technical partner for engineering, procurement, and construction. CEDC is the single largest power plant investment in Cebu City, Philippines.
WATER TREATMENT OIC
Basic Function:
Responsible in overseeing the operation of desalination plant (SWRO & BWRO systems), demineralization plant, wastewater treatment facility, boiler chemical injections and water sampling rack monitoring. Supervise and manage the operation of the water treatment plant and water and coal laboratory analysis.
Duties and Responsibilities:
1.Prepare and ensure all empty water storage & chemical tanks are initially cleaned before start of operation. Filling of chemicals into tanks must be handled with care using appropriate PPEs (personal protective equipment). Use absorbent pads in case of chemical spills.
2.Ensure sufficient supply of good quality demineralized water to the boiler units.
3.Monitor effluent and sludge cake quality before discharging and disposal.
4.Monitor and review actual data from operation and analyze whether all values are within established operation parameters. Promptly inform Shift Superintendent if actual operating values deviate from normal and provide recommendations as to how to correct it. Establish trends and graphs using actual collected values versus target values.
5.In the absence of laboratory chemist, prepare buffer/test solutions using traditional method for different water samples based on the established procedure.
6.Maintain the sampling, analysis and process equipments to its high standards and operating performance; order replacement chemicals as required.
7.Establish or review laboratory procedures to ensure appropriateness to the laboratory activity requirement.
8.Coordinate with the CRO on water usage, sodium hypochlorite dosing and chemical deliveries. Also coordinate with the warehouseman, purchasing department and suppliers on inventories, purchases and deliveries.
9.Prepare the annual budget for the water treatment plant and laboratory and subsequently, the annual procurement plan and purchase requests.
10.When a colleague cannot report for work during his shift and if such absence could affect operations due to shortage of manpower, Shift Superintendent can assign either to extend working hours or report to work as an immediate replacement even during his day-off or unscheduled shift.
11.Maintain and keep proper storage of actual operation data file for the Operations.
12.Maintain good housekeeping, 5S practices and safe handling of chemicals within its area of concern at all times. PPEs must be used inside plant premises at all times.
13.Provide support for capital and maintenance project related to plant chemistry.
14.Continual improvement activities that lead to cost savings such as reduction in chemicals consumption.
15.Perform other functions as may be assigned from time to time such as but not limited to tasks related to the job; projects and other improvement activities within the department or in coordination with other departments, functions of the position/s if undergoing multi-skilling or cross training, and other committee functions in case designated.
WATER TREATMENT OPERATOR /ANALYST
Basic Function:
Responsible in processing raw water to demineralized water for power plant consumption and in testing various water and coal samples at the laboratory.
Duties and Responsibilities:
1.Operate safely and properly and monitor all water treatment plant equipments and instruments.
2.Monitor quality of effluent water and sludge cake at wastewater treatment facility before discharging and disposal. Effluent water normally comes from boiler continuous blowdown, TG house and coal yard collecting pits, and from water treatment wastes which must be properly treated at the wastewater treatment facility.
3.Accomplish the operation log sheets at pre-determined interval at each shift for actual flow rates, differential pressure indications, tank levels, chemical flows and usages, and other important water parameters such as silica, conductivity, pH, etc…
4.Initiate troubleshooting of malfunctioned equipment during operation of each shift without waiting for maintenance personnel to arrive. Inform promptly Shift Superintendent and seek immediate assistance from maintenance personnel if problems at hand cannot be fixed alone by the WTO through work/repair requests.
5.Report on plant abnormalities.
6.Monitor and analyze the quality of water samples from the sampling rack and the water treatment plant based on the established procedures.
7.Conduct regular testing for coal moisture content (CMC), size distribution thru sieving, unburned carbon for bottom ash & flyash, and other relevant laboratory tests not necessarily related to water quality but are important information for operation.
8.Report out on laboratory analysis either water and coal samples. Make recommendations for water quality improvements or boiler adjustments.
9.Regularly coordinate with CRO on actual boiler load so that adjustments in chemical dosing for boiler can be promptly and appropriately made following the established SOP set forth for this operation. Water must be regularly tested to keep its quality within standard.
10.Prepare buffer/test solutions and reagents using traditional method for different water samples based on the established procedure.
11.When a colleague cannot report for work during his shift and if such absence could affect operations due to shortage of manpower, Shift Superintendent can assign WTO either to extend working hours or report to work as an immediate replacement even during his day-off or unscheduled shift.
12.Proper, clear and correct turn-over of work must be strictly observed by the outgoing and incoming shifts.
13.Maintain good housekeeping & 5S practices within its area of concern at all times. PPEs must be used inside plant premises at all times.

Job Description:
San Carlos Bioenergy, Inc.(SCBI) is a PEZA registered company incorporated in May 2005 to construct, own and operate an integrated fuel bioethanol distillery and power co-generation facility, thus marking both Philippine and Southeast Asian history as the First Fuel Bioethanol and Co-generation Facility.
Senior Quality Control Analysts are responsible in analyzing the 6 Major Departments of the Bioethanol and Cogeneration Plant.
1. Core
Pre-analyzes fresh sugarcane and determine its brix, percent pol, apparent purity, and pol reading. Strict compliance of quality standards are implemented in this section. Results are then encoded in GP Microsoft program by analysts for immediate payments for sugarcane planters.
2. Mill and Boiling House
In this Department there are 3 samples that are needed to be analyzed hourly. They are the following:
Juice - for pH, turbidity, brix, percent pol, pol reading, apparent purity, and RS (Residual Sugar)
Bagasse - for pol reading and moisture
Filter Cake - for pol and moisture
3. Fermentation and Distillation
Analysis for brix, pH, RS, percent alcohol, and moisture of alcohol samples. This department also trains analysts for cell culture, cell propagation, and yeast cultivation for its fermenting tanks.
4. Boiler and Wastewater
Analysis of water or waste water samples for pH, turbidity, conductivity,trace sugars,alkalinity,chloride, phosphates,free oxygen,permanganate,dissolved oxygen, silica, calcium,carbonate,nitrate,total dissolved solids,hardness, and sulfates.
5. Product Quality Assurance
Analyze final product on storage tanks before mixing with diesel for engine fuels. Check for copper content and other inherent materials. This department also is responsible for incoming raw materials (e.g.. lime, acids) to ensure that quality products are used for operation and yeast culturing. Propagation of cultured yeasts for fermentation section is also done by this department.
6. EMD (Environmental Management Division)
Wastes or sludge in lagoons are being analyzed to implement the zero waste policy of the plant. Analysis includes COD, BOD, T-alkalinity, VFA, TDS, TSS, Amonnia-Phosphates, pH, Conductivity, Sulfates, Phosphates,and Reverse Osmosis Treatment.
