Profile:
Over 30 years of diversified experience in IT systems, solutions, IT project management and software development life cycle for ERP projects; all in different industries such as Oil & Gas, Banking and Healthcare; discharging duties in different capacities and key technical positions of sensitive nature. This ranged from being a Programmer to a System Analyst, Senior System Analyst, Head of Applications and Development at Qatar's leading private hospital, Al-Ahli and lately as Revenue Cycle Senior Consultant at Sidra Medical and Research Center.

Duties & Responsibilities:-
• Working closely with client departments, IT managers and staff to develop and support a full suite of Revenue Cycle reports by ensuring that all the Minimum Data Set elements (MDS) are mandated in the Cerner system and the Qatari Outpatients Classification System (QOCS) business rules & regulations are applied, tested and validated successfully.
• Surveying of all existing reports that are currently available to us through the Cerner tools and documenting the unique or Qatar specific reporting elements we need to report (i.e. net v gross)
• Conducting gap analysis for the reports the business needs against the reports that are currently available and identify the gaps.
• Performing an impact analysis of the new configurations coming with new upgrade of the Cerner system.
• Developing the Reporting and Analytics Strategy for the Revenue Cycle department and in lining with the Sidra over all reporting strategy.
• Collaborating with the PMO office in developing the Reporting and Analytics Project Plan and Project Charter.
• Forecasting the impact of the proposed reports may have on system performance or end user experience.

Revenue Cycle Senior Consultant

Duties & Responsibilities:-
• Coordinating and supporting the clinical and Finance teams in the implementation of the National Health Insurance Program in Qatar by making sure that all the Minimum Data Set elements (MDS) are mandated in the Cerner system and the Qatari Outpatients Calcification System (QOCS) business rules & regulations are applied, tested and working successfully
• Working very closely with the interface integration team in designing, testing and implementing the external interfaces of the Cerner system with the Financial system(Lawson) for the GL and the Insurances companies/National Health Insurance Company
(NHIC/TPA ) for claims and remittances processes.
• Working very closely with the Finance Revenue Cycle team in designing and building the Cerner Revenue Cycle solutions: ESM, ERM, HIM, Clinical Services, Charge Service and Patient accounting to meet the business user’s needs and the regulatory requirements mandated by the government for the National Health Insurance Program.
• Coordinating and supporting the Finance Revenue Cycle team in developing the financial workflows for OP, IP, ER and Recurring patients. The workflows included all the revenue Cycle key players and illustrated the patient’s journeys starting from scheduling until discharge and receiving the remittances.
• Assisting is mapping the finance billing policies and procedures to the revenue cycle workflows and processes for testing and training purposes.
• Assisting clinical and support services in analyzing and developing clinical business requirements and specifications for the Billing by documenting ICD10 diagnosis codes, CPT/ACHI codes for procedures and ABNs.

Senior Systems Analyst

• Systems analyses and development of in-house application and client server applications. This involved visiting the site to investigate, recommend and implement solutions on the spot to ensure a smooth workflow, preparing System Design Specification, User Guide Manuals, Conducting the training program, preparation of the Training Schedule and follow up with staff practice.
• SAS: Developed the Special Accounts System as a Clint Server Application which monitors all special accounts with QNB and providing strong control for each account by monitoring arrears, total expected payments, settled amount, and outstanding amount.
• Development of QTEL dividends Distribution System using Visual Basic 6.0, Oracle, and Crystal Reports 7.0 as Client/Server application. The system loads the DSM file from Doha Security Market then produces the dividends payment checks, mail lists and Kapiti file. It also produces an audit reports by means of User ID, Action Time, Action, and Action description. The system uses the encrypting and decrypting the user password and the RDB password.
• BIM: Developed the Budget Invoices Management System for the use of ISD Dept. BIM is an integrated solution for Capital Budget, Operating Budget, and Invoices Management. It provides a strong control for both Capital and Operating Expenses by monitoring the complete project, saving budget. The system also logs any commitments transaction performed and keeps track of all invoices and vendors details.
• Shareholders System which is being used for the General Assembly Meetings and Voting activities, including calculating the profit and awarded shares decided by QNB for the shareholders and then produce profit checks.
• Fully responsible for preparation and planning the Training Programs in MS Windows, Excel, Word and PowerPoint for QNB staff. This involves preparing User Guide Manuals, Conducting the training program, preparation of the Training Schedule and follow up with staff practice.
• Fully in charge of choosing an Integrated Solution to fulfill QNB requirements for personal payroll, leaves and recruitment. This involved testing functionality, system trouble shooting, system customization and implementation.
• Development of the Incoming / Outgoing Mail System.
• Development of the Budget and Invoices Management System, which calculates the budget and invoices for the current year and forecasts the needed budget for the next year.
• Full Arabization of CHRIS System, which produces all the external and internal correspondences and reports in Arabic, after downloading the English information to the Arabic database.

• Installing / upgrading of software packages and configure them according to hardware and user requirement. Give ad-hoc support to the users on the standard software packages (database, lotus, graphics, word-processing).
• Installing / upgrading of hardware accessories and peripherals such as hardboards, memory boards, mouse, emulation boards, hard disks, floppy drives, tape drives and many others.
• Preparing and conducting in-house courses on corporation standard software packages. This involved evaluating the package, modifying it according to the standards used and developing special training manual for the users.
