Duties, Accomplishments and Related Skills:
Establish and maintain the infrastructure necessary to support the Office of Global Strategies (OGS) strategic objectives and operational goals for the TSA Representative (TSAR) in Brazil. Routinely acts on behalf of the TSAR which includes communication with TSA’s Headquarters, Embassy Front Office, host governments and commercial airlines in case of an incident. Prepare briefing papers, memoranda, talking points, position papers and other documents for Senior Leadership on potentially controversial international transportation security initiatives. Translate documents and provide simultaneous interpretation for the TSAR and host government during meetings.
Serve as the administrative liaison with TSA’s Headquarters organizing and hosting foreign delegation visits, international events (e.g. 2016 Rio Olympic Games, 2014 Brazil World Cup), VIP visits and TSA trainings with Senior Level Representatives.
Coordinate and follow-up with the foreign officials the status of pending international agreements (e.g. Federal Air Marshal Service (FAMS), Aviation Security Cooperation Group (ASCG)). Work with Capacity Development Office to implement training courses for the Government of Brazil. Coordinate work with other component agencies of the Department of Homeland Security such as, Immigration and Customs Enforcement (ICE), Customs and Border Protection (CBP) and United States Secret Service (USSS) on events, visits and foreign delegations, trainings to ensure completion of projects and serve as a backup Program Analyst.
Gather information from resources to include TSA, DHS, Department of State (DoS) and foreign governments to produce an effective product.
Utilizes quantitative analysis techniques to evaluate the effectiveness, efficiency and productivity of the Sensitive Security Information (SSI) Program in an international environment. Receive and distribute intelligence information related to security threats. Maintain files and data base of SSI shared with foreign governments to ensure the shared SSI is promoting the mission of TSA.
Coordinate work with other departments to ensure collaboration of issues and policy are completed within the established time frames in order to effectively support TSA’s representation at multilateral fora such as: the International Civil Aviation Organization (ICAO), Federal Aviation Administration (FAA) Use analytical techniques and statistics to assess issues related to management processes, systems and support programs.
Prepare and submit Leahy Vetting forms to the Embassy Political Section (POL) and TSA Foreign Visitor requests forms to TSA’s Protocol Section for all related visits, trainings and host government delegations
(e.g. Brazilian Federal Police K-9 Delegation visit, Brazilian Federal Police Superintendents for Sao Paulo (GRU) and Rio de Janeiro (GIG) International Airports visit). Maintain an achievable, searchable, and retrievable contact database system and document management system (iShare).
Proactively coordinate with the Miami Regional Operations Center (ROC) technical visits; International Industry Representative Visits and FAMS missions and maintain an up-to-date status report of each visit. Manage all logistics for TSA airport assessments and air carrier inspections involving U.S. international air passenger and cargo operations (coordinating trip agendas, obtaining approval from the Brazilian National Agency for Civil Aviation (ANAC) for access to the airports, research itineraries for each assigned airport) in support of Miami ROC technical visits to Brazil. Apply knowledge of adjudication policies, regulations and standard operating procedures to case files concerning assessments made in an inspection or observation. Develop and manage the execution of the TSA Brasilia office budget (OGS Spend Plans) through review of financial documents and examination of accounting records and information provided by TSA Headquarters.
Monitor the International Cooperative Administrative Support Services (ICASS) budget and make programmatic recommendations.
Prepare detailed analyses and estimates of annual funding needs to ensure that funds are properly allocated in a timely and effective manner.
Monitor the cost and manage the results of any discrepancy so that it is documented and recorded. Track the findings though to final resolution with TSA Senior Leadership and Legal Departments. Signing authority to initiate and approve all obligations and forward them to the Embassy Financial Management Center (FMC) for payments, as well as following up with the General Services Office
(GSO) to ensure the goods and/or services are satisfactorily delivered. Perform independent research using the Consolidated Overseas Accountability Support Toolbox
(COAST) to identify problem areas, trends and deficiencies to verify factual and technical information submitted to provide missing data.
Independently plan, adjust and maintain workload with minimal supervision and also complete unscheduled tasks.
Initiate all purchase orders requests using DoS proprietary software (i.e. MyServices and Ariba Spend Management) for the office and the TSAR’s residence (government owned property). Create and review travel arrangements (i.e. Concur/CGE and E2 Solutions) and record Time and Attendance.
During the TSAR's absence:
