By performing as a member of the Air Force Air Transportation Standardization Evaluation (ATSEV) Quality Assurance evaluated the quality of air transportation process and task performance within the air transportation organization and performs necessary functions to manage the organization’s Quality Assurance program. The evaluation and analysis of deficiencies and problem areas in key functions of quality assurance. This activity identifies underlying causes of poor quality and non-standardization in air transportation processes. By finding causes of problems and recommending corrective actions to supervisors, ATSEV personnel can significantly affect the quality of air transportation processes within the air transportation organization. Determines and implements necessary safety and security precautions for handling and storing hazardous materials, special cargo, mail, and baggage. •Allocating and using storage space, protecting material handling equipment and the items stored; and installing uniform and economical ways to receive, store, and care for.
Knowledge and skills necessary to inspect hazardous material shipments being transported via military airlift. The scope of training completed focused on inspection of hazardous material shipments and accompanying documentation prior to acceptance into the military airlift system. This course meets the formal training requirements for inspectors of hazardous material IAW Air Force Manual (AFMAN) 24-204. I assisted and identified the mode or combination of modes, along with the types of special equipment needed, and services required for shipment in the first ever movement of Canadian tanks in support of Operation Enduring Freedom, 24 tanks moved while deployed 2006-2007. While in the position of Non-Commissioned Officer in Charge (NCOIC) Vehicle Control Officer/Operations (VCO) at Kandahar Air Field as an additional duty I was in charge of the Aerial Port’s $32 million dollar, 52 vehicle fleet. I managed mileage reports, preventive maintenance services, accidents, billing, and other program data, and conducted inspections or investigations of assigned vehicles; and ensured optimum vehicle availability and use by rotating or reassigning vehicles between sections/units/centers. I also developed new and modified existing administrative program policies, regulations, and objectives and increase fleet in commission rate from 45% to 88%. While in the position of supervisor of cargo operations, I evaluated and advised on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation in the section. With having expertise in the use of computerized systems such as the Global Air Transportation Execution System (GATES) and advising on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix, I was able to achieve a 45% decrease in pallet hold times at Al Udeid Air Base (2010) ensuring cargo and supplies made it to their destination ahead of schedule further enabling the war fighters. Through the use automated systems to provide in-transit visibility and to document movement operations I was able analyze, review, and prepare reports and correct computerized errors, and with conducting performance reviews and quality inspections of services I was able to identify a lack of in transit visibility on cargo operations while deployed in the AOR. With the use of radio frequency identification tags (RFID) in transit visibly improved from 70% to 99%, and maintained a 100% RFID visibility on originating cargo. While further performing quality inspections on the system I was able to locate and replace malfunctioning RFID tags on in transit cargo helping to increase Air Force CENTCOM visibility by 13%. As unit level trainer for on the job training I was tasked with developing, managing, and execute training programs providing realistic and flexible training producing a highly skilled, motivated force capable of carrying out all tasks and functions in support of the Air Force mission. To accomplish this, I would determine if training is the appropriate solution; if so, define training requirement. Define objectives, design the training program, and select training methods and media. Develop all training materials in accordance with design. Conduct pilot training classes. Refine course, as necessary. Implement training, evaluate, and refine. Define the proficiency level (education and training) qualifications for personnel selected to plan, develop, or manage instruction. Consider what continuous learning would be appropriate to maintain personnel qualifications. I would also provide organizational support for planning, analyzing, coordinating, and evaluating the development of priorities, resource allocations, work force management, and/or performance for organizational objectives to support operational requirements as to tailor the training requirements to meet the needs of the unit.
As a trainer and (Air Transportation Standardization Evaluation) ATSEV evaluator I would also review reorganization requests, performance and management indicator reports, suggestions for program improvements, and other similar management and program analysis documents for appropriate format, distribution, and inclusion of required information and explain reporting procedures and requirements to operating officials and monitor and review past and present program resource use and forecasted requirements to identify trends, discrepancies, and problems. As a unit level ATSEV member, I would perform process evaluations and assessments of procedures required to accomplish the unit’s mission. I would also conduct personnel evaluations (PEs) of available personnel while they are performing their daily transportation duties without disrupting the normal work schedule. The focus is on efficient and effective completion of tasks and processes within command standards. Safety is inherent in all processes and an integral part of evaluations.
Further as a unit section trainer and while performing ATSEV duties I would, ensure standardized duty position qualification training and performance among all members set forth by unit and Air Force directives. I would also assess air transportation personnel qualifications and capabilities to make sure that they are qualified for the task or operation they are performing, and recommend the appropriate course of action or training needed to fulfill mission requirements, and ensuring that all members an sections comply with all appropriate operational and training directives.
