Professional Experience
Project Management
While subcontracting with the CompTech Corporation, fulfilled the USG role of CMCS Program Management Support where I managed many CMCS sub-projects (i.e. SFG system interfaces, CDRS project, etc.). In addition, helped to initiate, plan, control and execute day-to-day CMCS project activities from the CMCS conversion effort through the current sustainment of the CMCS system. Incorporated program and project management techniques in current duties acquired from the continuing education requirement for PMI certification.
Started own business and project management company. Company provides varying services such as project management; data services; financial services, strategic plans, business case/business plan development; along with other specialty business services.
Managed a financial project where files went through secured file gateway (SFG) to update the general ledger, accounts receivable, account payable among other charter of accounts nightly. DFAS, the agency that received case financial transactions would process the credits and debits then send them for updating in the CMCS system from the DIFS system.
Co-managed a project which involved scope development and maintaining project plan for a residential construction effort.
Provided project management expertise on the CAD (Computer Aided Dispatch) migration project for the City of Dayton.
Led many projects that utilized the Tidemark Permitting Package and its companion products. Led system migration and upgrade projects, including Y2K projects. Gave presentation on current projects to City Commission and City Manager.
Handled many projects where I gathered business requirements and used prototyping or modeling to ensure all business requirements were met without allowing scope creep.
Worked with project stakeholders in developing project plans and reports, test plans, communication plans, business cases, risk management plans, and scope documents.
Responsible for project in which I was in charge of a developer to implement a business requirement using Oracle database and forms.
Information Systems Analyst
Analyzed data and business requirements to ensure validity of scope and system requirements;
Utilized a System Development Life Cycle (SDLC) methodology in the implementation of business systems and enhancements.
Primary responsibilities included technology support for the City of Dayton’s Building Services Department and previous custom written applications. Made sure Tidemark Permitting System and its interfaces were running smoothly. Produced reports for the Building Permits and Inspection’s department.
Analyzed technology and trends to determine if a problem could be solved by using new technologies.
Managed project of one of the first “Bill Pay” web applications at the City of Dayton for the Building Department to pay online permits.
Determined the “As Is” process flow in order to improve upon or eliminate steps in the “To Be” system. In some cases, a determination of technology was not the answer.
Interacted with infrastructure engineers, project sponsors, functional POCs, developers, SMEs, City Manager’s office and other technical stakeholders to ensure projects were completed on budget and on time.
Application Developer/Programmer
Captured data and business requirements for City of Dayton business applications.
Developed/Coded Microsoft Access modules for City of Dayton’s Building Inspection Department, Airport, Finance, Economic Development, and City Manager departments.
Designed and developed Oracle and Access relational database structures.
Wrote code in COBOL to extract data into files for the uploading into Oracle tables at City of Dayton.
Mapped data elements in legacy system to be used in new Oracle system at City of Dayton.
Provided technical guidance and assistance to end-users of each application.
Extracted data from Oracle tables and put into Access database for functional users.
Wrote programs in CICS, COBOL, COBOL II, Assembler and Quickjob using hierarchical and relational databases for Berry Company.
