LT Regis has 17 years of Project Management and Field Civil Engineering experience which includes state &
federally funded work with the Naval Facilities Engineering Command, NYS Dept. of Transportation (NYSDOT)
and Maryland DOT. He has a vast array of knowledge in buildings, highways, bridges, sewers and water mains.

As a Level II Inspector, my responsibilities include basic work zone traffic control for night shift lane closures;
supervision of live-load jacking with up to 100 ton capacity rams and transferring of loads to and from stools and
bolsters; inspection of fillet welds on bearing plates, stools and stringer webs to stiffeners; calibrating torque
wrench with skidmore and torque checking A325 and A490 structural steel bolt assemblies used to fasten
diaphragms and brackets; overseeing the performance of various non-destructive testing on structural steel to
include spot check dye penetrant and magnetic particle testing.
Ensure compliance to contract documents and NYSDOT regulations; conducting post preliminary inspections
reports with DOT officials by surveying areas to be constructed for issues such as breaking and removal of
concrete slabs and steel curb with the use of backhoes, front end loaders, and dump trucks; compacting sub-grade
and placing suitable fill material; welding and installation of corner, straight and depressed steel-faced concrete
curbs.
Perform soil compaction test by nuclear gauge and sand cone method. Conduct slump and air pot tests on
representative concrete samples to ensure congruence to pre-approved mix-design; prepping concrete cylinders
for structural break tests.
Assist the Office Engineer with office filing system, final drafts of construction reports, computation of assessable
and non-assessable flags, measuring, computing and documenting construction materials for payment; retrieving
cores of concrete sidewalk for testing; compilation of punch list for project closeout.
Manage all contract administration from start to completion from design support to construction execution. As

contractors and initiate and monitor actions and correspondence to conclude changes.
Oversee DEP water shut-off for water service replacement; construction of tap cards; sampling of approved
concrete mix design for cast-in-place manholes, cradles for Class III & IV reinforced concrete pipes and encasing
of extra strength vitrified pipe.
Ensure adherence to confined space entry permits for installation of benches and parging of manholes; inspection
of rebar for cast-in-place chamber; review soil compaction tests by sand cone and nuclear gauge methods. Verify
pipe invert elevation readings with transit level and calculate slope of new pipe installation with laser level in
accordance with contract drawings.
Assist the resident engineer with as-built drawings by plotting actual stations with respect to designed drawings
