Mr. Bill Deckard
Dear human resources director,
I have known Bill Deckard since November, 2002, when I started with Energy Developments, Inc., an Australian renewable energy company that designs, permits, builds, and operates large, reciprocating engine power stations globally. My role at EDI was Vice President – Construction & Projects. Bill was one of my construction project managers. He quickly showed me that he was resourceful, dependable, and hard working. A few years later, with my encouragement, Bill rose within the company, moving into the operations arena, where he ultimately was promoted to the key position of Director of US Operations, responsible for the entire US operations assets and personnel. Over the last eleven-plus years, my relationship with Bill has been one of supervisor, colleague, and also one of friend and mentor. The following are some of my observations of Bill over this time.
Bill is an extremely detailed planner. In his budgeting, scheduling, and operational planning, he goes to great pains to seek and assemble detailed information to insure accuracy – a trait not always found in people and one that I appreciated. Bill knows how to establish a budget – be it for construction or operations – and he knows how to manage and achieve it. The same goes for his scheduling. I saw where his detailed planning allowed him to effectively measure and manage the outcome of his plant operations and construction projects.
He has a good working knowledge of both the construction and plant operations processes. He has done everything from actual hands-on work in the field and the plants, to budget preparation, to production and project management, to quality and safety oversight, to contract administration. Bill has broad management experience – from managing field crews and foremen, to engineers and consulting firms, to subcontractors and general contractors, and to plant managers, mechanics, and operators. Bill’s management style is that of a team leader or coach. He typically assembles a team to complete a project in a cooperative fashion. Projects are not built by individuals but by teams – Bill subscribes to this philosophy. He tries to gathers input from the all of stakeholders of a project to help insure a project’s success. Because of his experience and strong work ethic, he is able to the lead by example, which is to me, the best method of managing. As far as operational management, I would look to his success in running ten power stations located in five states as a testimony to his ability to operate, maintain, and improve our company’s principle assets.
I have enjoyed watching him grow professionally over the years. Overall, I would say that he is good at what he does and is a man that “does what he says”. He strives for self improvement, and he has high personal, ethical, and business standards. And finally, I will close by saying that I truly miss working with Bill.
