Directly responsible for the day-to-day operations of the patrol division

Active with ECC Project, specifically FD Radio’s, Police Radio’s and the NG-911 System

Lieutenant – Commander – Communications/Records/Courts

Directly responsible for 8 full-time dispatchers and 1 record clerk, 2 court clerks and 3 part-time dispatchers and 1 part-time clerk. Oversee and supervise the daily operations within the Communications, Records and Court Division of the Kirkwood Police Department. Interact with and prepare documents and reports for the City of Kirkwood Municipal Court. Direct dispatch operations, records, and the Municipal Court Operations for city of 28,000 people covering 12 square miles within the City of Kirkwood and the City of Oakland.

Supervised 9 full time dispatchers, 1 full-time and 1 part-time police clerk, and 2 full-time court clerks in the daily operations of the police department.

Managed/Administered $600,000 budget directly related to Communications, Records, and Court Division.

Instituted EMD Protocol for EMS (Priority Dispatch) with the Fire Department (EMD and EMD-Q Certified)

Directly responsible for acquiring current CAD/RMS System (Global) and the expanded use to ensure it is being used to its fullest capability.

Directly responsible for researching, acquisition of and training of officers on MDT’s for the police department.

Grant Coordinator - research and write all of the grants for police services/equipment (Acquired over $50,000 in grant money in FY 2009, 2010 over $40,000, 2011-2013 over $60,000.00 in grant funds received.

Wrote SOP for Communications Division.

Researched/Drafted/Instituted new shift rotation for the Communications Division.

Bureau Commander – Criminal Investigations

Reported directly to the Chief of Police. Provided direct leadership, direction, and guidance to seven investigators, one juvenile officer, and one evidence officer and other members of the department in the investigation of felony and misdemeanor crimes, neighborhood nuisances, and ordinance violations. Served as the Department’s Lead Internal Affairs Investigator.

Responsible for all criminal and civil investigations

Developed/Administered $539,351 budget for the division.

Member of St. Louis Major Case Squad

Responsible for research/purchase of surveillance equipment

75 % average clearance rate during my tenure as commander.

1995 - 1997 and 1999 - 2003

Lieutenant – Supervisor – Field Operations

Supervised the daily operations of 35 officers within the Field Operations Bureau. Performed supervisory and normal patrol functions. Responded to and served as on-scene commander during major incidents. Developed shift schedules, provided response to media inquiries, and reviewed/approved patrol reports. Maintained manpower/beat time allocation and scheduling for patrol and field operations and controlled overtime as needed.

Reorganized record sections researched and instituted call-check system, fluent in REJIS System, Sunshine Laws with a strong working knowledge of CAD.

Instituted computerized arrest/booking system for the department’s correctional facility.
