PROFILE

Senior project / program manager responsible for the scheduling and management of significant, complex, strategic and technical programs and projects. I possess nineteen years of project management experience and have developed into an expert in project management methodologies both Agile and SCRUM utilizing Microsoft tools integration. Having worked twenty years as a chief information officer in technology infrastructure, software, systems and communications development my breadth of experience has exposed me to diverse, enterprise level information systems and projects many involving the replacement or upgrade of diverse legacy environments and infrastructures. Instrumental in the creation of Boeing’s first Program Management Office and its integration into the project and program communities.

This while managing both portfolio and program level deployments and schedules from conception to completion. Manheim markets Simulcast, Simulcast Everywhere, OVE.com, NextGear Capital, Total Resource Auctions, Manheim Frontline, Ready Logistics, Manheim Consulting, CRM Dynamics and other respected tools to the remarketing industry in eleven countries, including Australia, Turkey and the United Kingdom. It assists with the Ferries work order and capital project change management utilizing OCIO processes. The Washington State Department of Transportation (WSDOT) considers the work order process to be the agency’s most important system. It is the mechanism by which the department approves the use of financial resources to accomplish capital projects and operating activities and ensures accountability for the use of these resources.

The capital project change management process is a critical process that the department uses to allocate and reallocate financial resources among capital projects to adapt to changing project requirements.

In this position I performed all duties related to the work order and capital project change management processes, including:

Participation in capital project funding coordination teams to develop the documentation required for work order authorization and capital project change management requests.

Receiving and reviewing requests for work order authorizations and revisions of capital project budgets to validate that the proposed actions meet the requirements of state law, legislative appropriations acts, Office of Financial Management instructions, departmental / division policies, best practices and prudent financial management.

Determining that secured funding is available; requests are consistent with approved capital project scope, budget and schedule found in the Last Approved Project List (LAPR) or operating budget allocations, adequate information is included to provide visibility, transparency and submittals are accurate and complete.

Preparing and entering formal work order authorization and capital change management requests into WSDOT electronic systems.

Scheduled and replaced mechanized systems in eight different buildings including the acquisition and installation of all systems mechanisms for air filtration housings, discharge air silencers, cooling towers, piping systems and control panels. Served as Project / Site Manager responsible for working with Veterans Administration hospital staff and contractors to design, install and implement a Hewlett Packard Enterprise Real Time Logistics System (RTLS) at the Veterans Administration American Lake and Seattle Hospital sites. Managed the installation, relocated, and upgrade of the onsite Cisco switches, and routers. Determined connection of T1 circuits, configuration and setup of routers and switches for all clients. Built development lab for pre-development and deployment of client configuration routing scripts. Participated with all capital project funding coordination teams to develop and authenticate all road mapping, requirements gathering, backlog grooming, scoping and visioning required. Senior project manager for the Future Combat Systems Program which was the Army's 2016 weapons systems upgrade that designed and developed new UAV and UGV technologies. On this program I reported to Dennis Muilenburg who is now CEO of the Boeing Company.

Other Boeing government program accomplishments included being project manager for Minuteman, Peacekeeper, PeaceShield, Wedgetail, Rail Garrison, Hard Mobile Launcher programs and the E3 Sentry Airborne and Control Systems for the United States, Japan and Australian programs. There I reported to Alan Mulally who eventually became CEO of the Ford Motor Company and led this company out of troubled times to become the world leader it is today.

All of the previously noted programs had classified requirements, were technologically advanced and managed / developed at various high levels of security.
