Subsequent projects include web applications to improve the state’s ability to regulate interstate and intrastate commercial vehicles. Examples:

o The enhancement of Kentucky’s Intelligent Transportation System (ITS) electronic clearance technologies at weigh stations on Interstate highways. Results: Installation of modern technologies are currently in progress

o A software application to issue temporary permits online. Results: A significant increase in compliance and revenue

o Software applications to allow the filing of both interstate and intrastate fuel and mileage taxes online

Achievement Highlights:

Introduced Agile management concepts to the applications development process; including daily stand-up meetings, or Scrums, with team members. Began the practice of iterative development schedules, providing the delivery of usable software in repetitive cycles. Delivered the first GIS capable application developed by the Office of Information Technology Applications Development Branch.

For Nevada Department of Transportation (NDOT)

Managed the implementation of information technology for Intelligent Transportation Systems

(ITS) among two engineering divisions and an Information Technology (IT) division. Performed reviews of IT requirements for ITS projects; performed technical reviews to support the integration of ITS devices, the coordination of NDOT’s Central System Software and IT support requirements for ITS projects.

For Science Applications International Corporation (SAIC) Directed and designed a high-level systems architecture for an enterprise-wide Transportation Information System (a GIS approach) for Georgia Department of Transportation. This project followed Capability Maturity Model Integration (CMM/CMMI) Level 3 methods and practices. The design was a three-tier architecture with the first tier composed of client applications software; including AutoCAD, MicroStation, ArcView 3.x, and ArcInfo 7.x. Results: The system design allowed Georgia to install a prototype systems architecture.

Led a team that evaluated a systems architecture design for Virginia Department of Transportation

(VDOT) Geographic Information Systems Integrator Project. Reviewed the capability of VDOT’s consultant to implement its proposed solution. Conducted a comprehensive requirements analysis. Results: Concluded that the proposed solution did not meet the requirements of the RFP and recommended seeking an alternate proposal for the software development. Recommended a design consisting of ArcIMS Client, ArcInfo 7.1, and ArcView, Spatial Manager by EXOR, Cad Client MicroStation Utility, and Oracle/SDE data server. Virginia was able to develop and implement a solution that met the design specifications.

Led a proposal response to a federal agency, Federal Motor Carrier Safety Administration (FMCSA). Analyzed requirements of RFP, reviewed previous studies, interviewed authors of previous and concurrent studies, interviewed a cross-section of stakeholders. Gained understanding of perspectives of all stakeholders, devised a strategy consistent with budget constraints and time frame, analyzed the necessary skill sets, identified a team consisting of in-house staff and subcontractors that possessed necessary skill sets to fulfill technical requirements, directed activities for each team member and subcontractor and directed design and publication of proposal. Results: Negotiated contractual agreements with subcontractors and won the $700,000 contract. For Viggen Corporation

Lead analyst on a research contract to design and implement location referencing methods and standards for Intelligent Transportation Systems (ITS) for Federal Highway Administration (FHWA). Directed a research team that performed original research toward developing software and methodologies to communicate unambiguous location on a surface transportation network. Worked with national and international standards development organizations to facilitate the adoption of the methodologies as American and international standards. Research partners for this program were University of California at Santa Barbara (UCSB) and California Department of Transportation

(Caltrans). Results: Recommended to FHWA that a spatial data interoperability framework for ITS be developed based on key elements designed by staff and UCSB researchers; thus, allowing unambiguous locations to be communicated by users of diverse systems. Working with American National Standards Institute (ANSI), initiated a working group for the purpose of adopting the research as American standards. Working with the Open GIS Consortium, initiated a transportation special interest group to address GIS related issues of Intelligent Transportation Systems. Viggen Corporation became debarred from performing federally funded research; assumed leadership of the program and moved the contract and research team to SAIC. Education & Credentials
