PROFESSIONAL ACCOMPLISHMENTS

1995 to Present FINANCIAL SYSTEMS CONSULTANT AND PROFESSOR

At various agencies including DOD; USAID; IRS; EPA; DOJ; and ATF, design, develop and implement federal and local government financial management systems and their internal controls. Key achievements include:

At DOD, developed strategy which collects and reconciles and resolve $2.8 billion in receivables and payables.

At IRS and ATF, reconcile accounts and manage projects which implement federal financial software on time and on budget.

At USAID and DOJ, conduct, manage, and direct audits and program reviews, including compliance with OMB Circulars A-123, 127, and 130 internal control reviews;

At private clients, prepare business plans; liquidity and workout analyses; credit and risk analyses; and performance measurements and techniques and prepare balanced scorecards; and

At universities and for private clients, train in USA, China, Africa, Europe and South America, undergraduate and graduate students and professionals using classroom and distance education methodologies in accounting, auditing, finance, management, and contract administration.

Appointed to panel by the Deputy Controller of the United States to develop long and short term solutions to recruiting, retaining, and training federal financial management professionals to meet present and future financial challenges. Initiate and document budgetary and proprietary accounting issues using ORACLE financial system. Conducted performance, compliance, and financial audits of programs; DOL grantees and contractors; medical centers, insurance, VA regional offices, and cemeteries resulting in recoveries of appropriated and non-appropriated monies and Program Fraud Civil Remedies Act (PFCRA) convictions; and streamlined acquisition and contract administration policies.
