Financial Manager Department of Health & Human Services 2012 - 2015

Managed staff of 30 employees and contractors along with 60 customers, including DHHS agencies and external non-DHHS agencies. Created internal controls and financial statements that resulted in savings of more than $1.5 million in funds. Ran the entire budget and financial operation. Involved in the three main phases of the budget process; Formulation, Presentation and Execution. Ensured internal controls would not only satisfy senior management but any potential audit. Federal systems experience includes UFMS, PRICES & STM. Major responsibilities included:

Administered the HHS program budget in accordance with the Service & Supply Fund guidelines. The SSF is an HHS revolving fund and in FY 2016 President’s Budget, the SSF is projecting total revenue of over $1.2 billion.

Prepared and involved with the monthly and annual financial statements. This includes the Agency Financial Report which breaks into the Consolidated Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, and the Combined Statement of Budgetary Resources.

Ensured the program’s contractual financial obligations were met within budgetary and time constraints, bringing exceptions to the attention of the Director.

Worked with management to establish the next Fiscal Year budget levels based on current year financial information.

Prepared budget modules and projections based on customers (DHHS agencies and external non-DHHS agencies) with information to senior management and submissions to OMB.

Worked with GSA Schedules and the Federal Acquisition Regulation.

Accountant/Team Lead Department of Health & Human Services 1996 - 2012

As Supervisor for OMB Circular A-123 (also known as Sarbanes-Oxley), prepared reports and made policy decisions. Managed three accountants. Knowledgeable of Treasury Financial Manual. Prepared the annual Federal Managers' Financial Integrity Act (FMFIA) report on the evaluation of DHHS’s accounting and administrative internal controls.

Coordinated the audits, Plan of Actions & Milestones and corrective action plans to keep track of the status of all A-123 findings which led to more than $6 million in savings. Prepared financial statements, general ledger transactions and budget modelling and projections to various offices throughout DHHS, including NIH. Prepared the annual Department of Census’ Federal Aid to States Report. Involved in the three main phases of the budget process; Formulation, Presentation and Execution. Federal systems used include UFMS, AFPS, CORE, SPORT, HCAS, FACTS I & FACTS II. Major A-123 responsibilities included:

Monitored all open A-123 findings with designated points of contacts.

Involved with OMB Circular A-122 which establishes the Federal requirements for the determination of allowable and unallowable direct and indirect costs.
