Serve as an Acquisition Analyst for the Missile Defense Agency (MDA) Acquisition Policy and Program Support (DAP). Advise management and leadership on all matters related to fiduciary, schedule, performance and execution of programs. Conduct program planning and financial management functions involving determination of program objectives, developing and justifying program spend plans, obligation plans and accrual reports and provide program cost analysis; develop improved budget methods, procedures, format structure, content and submission and justification; and controlling program authority and funding. Identify and define major resource planning management and problem areas for programs. Review, analyze, and evaluates budget resources applied to programs, projects, and tasks. Evaluate and determine appropriate funding allocation for authorized programs to include performance evaluation and recommended continual funding. Use quantitative and qualitative methods to analyze program effectiveness and efficiency. Review financial reports to identify trends, rates of obligations and expenditure, actual versus projected costs, and the impact on current and future year budgets, and recommend adjustments in program spending that require rescheduling of program workloads. Work jointly with internal stakeholders, and external DoD Agencies and commands to maintain synchronized resource requirements and ensure consistent tracking/execution of 3-LTR requirements.

Ensure development of and consolidation of long-range plans and acquisition strategies for time-based schedules for material requirements, milestones for program performance, training and deployment plans, logistics and test plans to support the total efforts of the project. Ensure cost, schedule, and technical assessments of acquisition programs are capabilities driven, employ spiral development processes, and deliver expected performance within cost and schedule, while addressing and mitigating risk. Track and report funding commitments, obligations, expenses, and disbursements, and make adjustments in DAI and PRIDE financial systems as required. Provide managerial and technical leadership to develop and execute complex and multi-faceted projects, budget development, integrated logistics, acquisition and operational policies, plans and assessments. Provide comprehensive knowledge of Earned Value Management, cost as an independent variable, Continuous Process Improvement, DoD Planning, Programming, Budgeting, and Execution process, Contract Management including government contracts program goals and objectives.

Design and conduct feasibility studies and analyses of program plans, alternatives and Agency policies, program execution results, technical reports, cost estimates, staffing plans, organizational structures, and business systems and processes in order to identify and reduce risks, assure program health, improve program and business operations, and ensure near and far term budget sufficiency.
