I performed the management of public procurement in buildings, supply of systems and equipment. I revised the whole life cycle cost calculations for tree main future hospital facilities in Portugal. I revised the generic documentation (specifications and juridical conditions) for the awards project management/inspection, health/safety works management, contractor works for building construction concerning public facilities. I performed bids analysis and evaluation of the tender awards for the construction of various hospitals and health facilities; I also prepared: award elements (juridical and technical conditions, made the design of the descriptors and the acceptance tests). I executed the bids analysis in the tender’s award and prepared the pre-qualification/award reports.

I was the leader of a team with four junior engineer. I performed design analysis and improvement. I analysed and negotiated new contract prices, new schedules, made scope improvement, conducted project progress, technical and coordination meetings. I analysed contractor claims and demands, regarding time delays and cost enhancements. I implemented the ISO 9002 assurance quality system in my division of the company. I coordination and/or prepared the Progress Reports. I controlled the performance (Cost, Time, Quality) of contractor.

I obtained the demolition/building permits from the local authorities. I made analysis of the projects, mapped requirements, planned and budgeted the works. I performed market procurement for the supply of materials/ equipment rental/appliances & fixed equipment and services. I controlled the conformity with regulations/specifications/quality standards and signed the payment authorizations for material/ rented equipment/equipment supplied / work performed & services supplied. Handled design changes with design team. I was the leader of the team. I commissioned the works. I obtained the utilization commercial/ industrial/ habitation permits from local authorities.

I was the technical adviser in the pre-bid phase, bid phase. I was the owner representative during the construction phase of a Therapeutic Clinic facility for drug addicts. 0,3M€. I coached the administrative team in Microsoft Office. I purchased the equipment of the building. I made a feasibility study for a health facility for terminal incurable people, with a team composed by the signatory, a health facility manager, a senior physician, a senior nurse an architect and a senior management member.

I enhanced operational effectiveness and exceeded the operational goals. I handled dredging workwith: trailing suction hoppers, chain bucket dredgers, bucket dredgers, stationary suction and cut dredgers in construction of ports, decks or maintenance dredging. I conducted production coordination meetings. I budgeted, and elaborated tenders and proposals for subcontracts or main contracts works. I coordinated the maintenance/reparation of the equipment with that division assuring the availability of the equipment for the dredging works, and permitting that the hard maintenance works of the equipment were performed in proper time; In the end I was the manager of about 250 workers, 4 site managers.
